The industry was granted consent to establish/NOC vide no. CTE/Fresh/MKS/2017/6027641 dt 07.08.2017 for establishment of rice sheller unit of capacity 2 TPH of raw rice /sorted rice with dryer, subject to the conditions mentioned therein.
The industry has applied for fresh consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 25.10.2017 for operation of rice sheller unit to produce raw rice /sorted rice @ 2 TPH without dryer under the Orange category as per the prevailing policy.
The industry was visited by undersigned on 08.11.2017 and it was observed as under –
• The industry was not in operation but ready for commissioning for current paddy season 2017-18. The industry has installed all the machinery as proposed at the time of obtaining NOC except dryer section.
• The industry has installed cyclone as APCD as with shelling section to contain the process emissions and the same was found in line / operationable condition with all dust emitting points connected to the APCD. The APCD installed by the industry seems adequate and the adequacy of the same will be checked in current paddy season.
• The industry has provided stack of adequate height with the APCD and provisions to facilitate emission sampling have been provided.
• The industry has provided the brick wall of 10' height with adequate length and further wind screen of 5' height has been provided over the said wall.
• The industry has planted the sapling along its boundary wall.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for plantation area.
• The industry has provided brick paving on the movement area of the vehicles with the premises for the control of dust emissions.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, it is recommended that :-
1. The consent to operate under Water Act, 1974 may be granted to the industry for a period upto 30.09.2022 for operation of rice sheller unit to produce raw rice / sorted rice @ 2 TPH without dryer subject to the suitable condtions.
2. The consent to operate under Air Act, 1981 may be granted to the industry for a period upto 30.09.2022 for operation of rice sheller unit to produce raw rice / sorted rice @ 2 TPH without dryer subject to the suitable condtions and following specific conditions :-
a) The industry will submit the analysis report of process emissions of all stacks from Board’s lab with one month after recommissiong of unit for coming paddy season 2017-18.
b) The industry will get its emissions sample analyzed from Board's Lab during every paddy season and submit copy of analysis report to the Board failing which consent granted under Air Act, 1981 will be revoked / cancelled without any notice/opportunity.
