Sir, it is submitted as under:-
- The industry was an existing rice shelling unit, which was granted consents to operate in the name of M/s J.R.D. Gram Udyog Samiti under the Water Act, 1974 & Air Act, 1981 to manufacture raw rice @ 24 TPD vide Board’s no. W/MSA-1/102/F-70 and no. A/MSA-1/129/F-102 dated 24.01.2001 valid up to 31.01.2015 and 23.07.2001 respectively.
-Thereafter, the industry applied for extension in validity of consent to operate under the Air Act, 1981, but the same was refused vide Z.O. letter no. 8824 dated 29.02.2008. The industry was visited by Officer of this Office on 27.01.2011 and was was found in operation without obtaining consent to operate of the Board under the Air Act, 1981. Also, the industry was not complying with the provisions of the Air Act, 1981. Accordingly, the industry was issued directions under section 31-A of the Air (Prevention & Control of Pollution) Act, 1981 vide Board’s letter no. 545 dated 17.02.2011 along with directions to the PSPCL authorities vide no. 547-48 dated 17.02.2011 that- “The authorities concerned shall disconnect the supply of electricity available with the industry, with immediate effect.” Accordingly, Sr. Xen, PSPCL, Sub-Division, Mansa vide his memo no. 11960 dated 21.09.2011 informed that the electric connection to the industry on 04.03.2011.
-The industry then applied for consents to operate under the Water Act, 1974 and Air Act, 1981 in the name of M/s Abhishek Rice Mills through OCMMS on 10.09.2016 for operation of rice sheller unit along with sortex machine to manufacture raw rice/sorted rice @ 1 TPH without dryer which were granted for a period up to 30.06.2017.
