The industry vide its letter dated 1.12.2017, receivd on 9.12.2017 has submitted that it is manufacturing carbon black of the last 40 years and during the course some people have constructed residential units adjacent to the factory. They are making complaints with some ulterior motives. The industry has submitted copy of the affidavits of 34 persons in favour of the industry. The industry has further mention that the reasons of excess AAQM results are due to dust emissions of the vehicles pollution. The industry has alledged that the AAQM sample was tempered as the machine was left unattended during sampling. The industry has appointed WOLKEM consultant to carry out the study of the unit and the report is awaited within 15-20 days. The industry will start working on the suggestion on the consultant after receipt of the report. The industry has requested to grant consent to operate for atleast six months to enable the industry to amend or alter the process if required.
It is mentioned that the monitoring of the industry was carried out by a team comprising of SEE (ZP-2), Patiala, Environmental Engineer, Regional Office, Sangrur, AEE, Regional Office, Sangrur, ASO, Head Office (Laboratory) and Naib Tehsildar, Ahmedgarh on 26.10.2017 and carried out detailed monitoring of the industry including stack and AAQM. Further, the industry on one hand is mentioning excess AAQM results are due to dust emissions of the vehicles pollution on the road and on another hand is alledging that the AAQM sample was tempered, therefore, the allegation of the industry is not tenable. Further, the industry has failed to take adequate pollution control measures for the last more than one year and to submit any report of the consultant after carrying out detailed study of the plant to assess the pollution problem and for taking all necessary measures to remove the shortcomings alongwith bank guarantee of Rs. 20 lacs, therefore, the submission made by the industry is not based on facts.
Keeping in view of the above, action as already proposed above may be considered please.
