It is submitted that the NOC extension was granted vide no. CTE/Ext/MOG/2017/6242295 dated 21/09/2017 for the establishment of a rice sheller unit with production of raw rice @ 04 TPH with dryer and sorted rice @ 04 TPH, with certain conditions mentioned therein.
The industry vide its online application has applied for the grant of consents to operate of the Board under the provisions of the Water Act, 1974 and Air Act, 1981. The industry has deposited Rs. 26,000/- each under the Water Act, 1974 and Air act, 1981 vide R. No. 80/4472 and 81/4472 dated 27/12/2017 against the fixed assets of Rs. 98.89 lacs as shown in CA certificate dated 13/12/2017, which is adequate up to 30/09/2022. To verify the contents of the application and compliance of the provisions of the Water Act, 1974 and Air Act, 1981 the industry was visited by undersigned on 20/12/2017 and it was observed as under:
1. The industry was in operation.
2. The industry has provided brick road for the movement of the vehicles within its premises. The industry has provided 15 ft brick wall in rice husk storage area.
3. The industry has also maintained the free Board of 3.5 ft above the discharge point of rice husk.
4. The industry has connected all the dust emitting points with the I.D fan of APCD in machinery room.
5. The industry has provided sampling facility to facilitate the collection of air emission sample.
6. The industry has not installed dryer.
7. The industry is not discharging any trade effluent, only domestic effluent is being discharged onto land for plantation after treatment in septic tank.
8. Thus, the industry is complying with the conditions of consent earlier granted to it and amended code of practice notified dated 15/10/2013.
As such, the industry is complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 and complying with the provisions of Water Act, 1974 & Air Act, 1981. Therefore, If approved, the consents under the Water Act, 1974 & the Air Act, 1981 may be granted to the industry upto 30/09/2022 for the manufacturing of raw rice @ 4.0 TPH and sorted rice @ 04 TPH without dryer.
