The details of the case are given in the note of AEE, which may kindly be perused. Further, it is submitted that the industry has submitted feasibility report of proposed ETP to be installed, prepared by Alliance Consultants, Patiala. A perusal of the said report indicates that the industry shall generate 35 KLD of wastewater from washing of eggs, 15 KLD from CIP of pipes, vessels, process comments, filters and other fittings etc., 10 KLD of RO reject water and 5 KLD of wastewater from washing of open panes and floors etc. Out of 10 KLD of RO reject, 5 KLD will be used for washing of open pans and floors etc. Thus, the industry will generate 65 KLD of wastewater out of which 5 KLD will be used for washing of open pans and floors. Therefore, in nutshell, about 60 KLD of wastewater will be generated. In addition, the industry shall generate 2.5 KLD of domestic effluent. The consultant has designed the ETP by taking into account the average flow of 62.5 KLD. The industry has proposed to install an ETP based on anaerobic treatment followed by aerobic bio-logical treatment. The details of different components of ETP are given in the agenda note of AEE. The treated wastewater will be discharged into sewer as the industry is located in the industrial estate of Rajpura. Further, the industry shall install a boiler of 2 TPH capacity, in which 200 lt/hr of HSD will be used as fuel. The industry has proposed to install a stack of 18 m height, but as per consumption of fuel, the height of the stack comes out to be 19.9 m. Further, in the feasibility report, it has been mentioned that the nutrient requirement in the UASB and in the MBBR will be 100:5:1 and 100:7:1, respectively, which does not seem to be in order. Also, no calculations have been given as to how much quantities of DAP & urea is to be added to achieve the desired BOD: N: P ratio. Since, the site of the industry is located in the designated industrial zone, therefore, it is recommended that NOC from pollution angle may be granted to the industry for manufacturing of Albumen (white egg) powder @ 738 Kgs/day, Yolk Powder @ 1548 Kgs/day & Whole egg powder @ 493 Kgs/day by using eggs @ 200000 nos./day subject to suitable conditions and following additional conditions:
1. The industry shall obtain NOC/permission from CGWA before installing submersible pump in its premises for abstraction of ground water as the Rajpura block has been declared as over exploited zone by the CGWA.
2. The industry shall obtain prior permission from the office of Municipal Council Rajpura for discharge of treated wastewater into M.C./Focal Point sewer.
3. The industry shall install a stack of minimum height 19.9 m for discharge of emissions from the boiler furnace into the atmosphere, which is corresponding to consumption of fuel in the boiler furnace.
4. The industry shall take up the matter with consultant to look into the quantities of nutrients to be added in UASB & aerobic bio-logical treatment system and inform the Board in this regards within one month. |
