It is intimated that the subject cited industry was granted consent to establish (NOC) vide no. CTE/Fresh/FGS/2016/ 4444979 dated 27/10/2016, valid upto 26/10/2017 with certain conditions mentioned therein for the manufacturing of Rice Bran Oil (Edible) @ 45 T/day, De-oiled Rice Bran @ 249 T/day, Processing Shortage Wastage @ 6 T/day OR Rice Bran (Semi Edible) @ 30 T/day, De-Oiled Rice Bran @ 264 T/day, Process Shortage/ Wastage @ 6 T/day by using Rice Bran/ Phuck @ 300 T/day and Hexane @ 600 Litre/day as raw material.
Now, the industry has applied for obtaining extension in the validity of consent to establish (NOC) granted under the Water Act, 1974 and Air Act, 1981 with required documents through OCMMS. The industry has also deposited NOC extension fee of Rs. 18000/- vide R. no. 76/4926 dated 2/1/2018 against the total project cost of Rs. 6.57 Crore, which is adequate for two years as per Board's Office Order dated 18/7/2013.
Accordingly, the industry was visited by the EE and AEE of this office on 2/1/2018. During the visit, it was observed as under:
1. The industry had already started the construction work and about 90% work for the installation of machinery has been completed.
2. The industry has now installed boiler of capacity 6 T/hour with pulsating grate furnace, which is equipped with cyclone separator as APCD and stack of adequate height. The finishing work of boiler was in progress.
3. The industry has proposed to install one no. D.G. set of capacity 500 KVA, which will be equipped with canopy and stack of adequate height. The DG set has yet not arrived at the site.
4. There will be generation of effluent from the process @ 15 KLD and domestic effluent @ 4 KLD, for which the industry has proposed to install ETP of capacity 25 KLD, based on physico chemical followed by biological treatment consisting of Oil & Grease Separator, Collection cum Reaction Tank, Filter Press, Anaerobic Bio Filter, Combined Wastewater Collection Tank (Process Effluent + Domestic Effluent), Aeration Tank, Secondary Clarifier, Pressure Depth Filter and Sludge Drying Beds. The ETP has yet not arrived at the site.
5. The mode of disposal of treated effluent will be onto land for plantation within the industrial premises.
In view of the above, if approved recommendations may be sent to SEE, Zonal Office-II, Patiala that NOC granted to the industry may be extended upto 26/10/2019 with same conditions.
