The marriage palace was issued directions 33-A of Water (Prevention & Control of Pollution) Act, 1974 with an opportunity of personal hearing before Chief Environmental Engineer of the Board on 17.07.2017 wherein it was decided as under:
1. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 be confirmed for closure of the industry.
2. PSPCL, be directed to disconnected the electric connection of the industry with immediate effect.
3. Environmental Engineer, Regional Office will seal the kitchen & D.G set, if any.
In compliance to the hearing decisions the PSPCL authorities were directed to disconnect the electric connection available to the marriage palace vide no. 2459-60 dated 09.08.2017. Also, the kitchen & D.G sets of the marriage palace were sealed as per the orders of the competent authority.
Now, the marriage palace has applied for obtaining fresh 'Consent to Operate' under Water Act, 1974 & Air Act, 1981. The marriage palace was visited by the officer of this office on 01.01.2018 and it was observed as under:-
1. There is one hall of approx. 500 people's capacity where marriages/functions are arranged.
2. The marriage palace has installed 3 no. DG sets of capacity (2 no.) 50 KVA & 25 KVA provided with canopy and adequate stack height.
3. The kitchen & D.G sets of the marriage palace were lying sealed during visit.
4. The marriage palace is not generating any trade effluent and domestic effluent is being discharged onto land for plantation after oil grease trap followed by septic tank.
5. As per the representative annually only 50-60 functions are held in marriage palace on average and discharge of 13 KLD as mentioned is max. possible peak discharge. During non booking days the maximum discharge will be approx. 1 KLD.
6. The marriage palace has approx. 0.5 acre of land area under plantation i.e. garden and lawn inside the marriage palace moreover the marriage palace has an agriculture field adjoining to it @ 2 acre which if required could be utilized for irrigation which is adequate to dispose 13KLD.
7. The marriage palace has submitted CLU certificate vide no. 1344 dated 05.04.2016.
8. The marriage palace is complying with the various provisions of Water Act, 1974 & Air Act, 1981.
In view of above, it is recommended that ;
1. Fresh 'Consent to Operate' under Water Act, 1974 may be granted to the marriage palace for six months.
2. Fresh 'Consent to Operate' under Air Act, 1981 may be granted to the marriage palace upto
30.09.2022.
3. The electric connection of the industry may be restored temporarily.
4. The kitchen of the marriage palace may be de-sealed.
5. The D.G sets of the marriage palace may be de-sealed.
6. The industry will submit permission letter from CGWA to operate its tubewell.
7. The will submit Approved Building Plan from GLADA within two months.
