File Note: Regional Office has reported that the industry has obtained consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide No. CTOW/Varied/TRT/2017/5226703 on 8/3/2017, for production of Mink Blankets @ 4500 nos./day & carpets @ 2000 nos./day and trade effluent @ 350 KLD which is valid upto 31/08/2017. The industry has also obtained consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide No. CTOA/Varied/TRT/2017/5226484 dated 8/3/2017, which is also valid up to 31/8/2017. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987 has also been issued to PSPCL Authority, vide Z.O. letter no. 360-61 dated 8/3/2017, to restore the electric connection of the industry temporarily for 06 months with immediate effect. The industry was visited by undersigned along with officer of this office and scientific staff of Zonal Lab, Jalandhar on 18/5/2017 and observed that the industry was in operation. During visit air emission sample of the industry was collected from the port hole on the stack after APCD attached with boiler of capacity 8 TPH. Display of SO2 online analyzer was not working at the time of visit. As per analysis report the concentration of SPMs are found within the limit prescribed by the Board. ETP installed by the industry was also in operation and treated trade effluent was being discharged onto land for plantation. During the visit, effluent samples of the industry were also collected from the outlet of its ETP. As per analysis reports, the concentration of various parameters are found within the limits. The industry was visited by undersigned along with officer of this office and scientific staff of Zonal Lab, Jalandhar on 18/7/2017 and observed that the industry was in operation. Display of SO2 online analyzer was not working at the time of visit. ETP installed by the industry was also in operation and treated trade effluent was being discharged onto land for plantation. During the visit, effluent samples of the industry were also collected from the outlet of its ETP. As per analysis report of stack emission samples, the concentration of various parameters are found within the limits. However, analysis report of effluent sample reveals that parameter of Colour i.e. 200 is higher than the permissible limit as prescribed by the Board. Accordingly, the report was sent to Zonal Office, Amritsar vide this office letter no. 5265 dtd 31/10/2017. Show Cause Notice for violation of provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 issued by Zonal Office, Amritsar. Industry was directed to apply for obtaining consents of the Board vide Zonal Office, Amritsar letter no. 5116 dtd 15/12/2017 along with direction to this office to process the consent application for temporary restoration of electricity connection for 06-months. Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 along with request to not to disconnect the electric connection available with the industry. The industry has already deposited Rs. 3,50,000/- vide R.No. 15/4483 on 15/9/2017 as consent fee under Water Act, 1974 and Rs. 3,50,000/- vide R.No. 14/4483 on 15/9/2017 as consent fee under Air Act, 1981, to make the consent fee adequate up to 30/9/2023 under both Acts against the fixed assets below 75 crores. Keeping in view of the direction issued by Zonal Office, Amritsar vide letter endst. No. 5117 dated 15/12/2017. Environmental Engineer Regional Office has recommended that the renewal of Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for 06 months with suitable conditions. 2) Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 may be issued to the PSPCL Authorities for not to disconnect the electric connection of the industry for further 06 months, temporarily. In view of the above, it is proposed that 1. the renewal of Consent to operate may be granted to the industry for 06 months with suitable conditions. 2) Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 may be issued to the PSPCL Authorities for not to disconnect the electric connection of the industry for further 06 months, temporarily.
