It is intimated that the industry is a small scale induction furnace unit, which was granted 'consent to operate under the Water Act, 1974 vide no. ZP-I/FGS/WPC/2010/F-279 and vide no. ZP-I/FGS/APC/ 2010/F-278 dated 5/4/2010, both valid upto 4/4/2015 for the manufacturing of Steel Ingots and Castings @ 54 T/day under the name of M/s Punia Alloys Pvt. Ltd. The industry could not operate its unit due to the market conditions and is lying closed since 2015. The possession of the industry was taken by the Bank due to non-payment of loan. The PSPCL authorities were also directed not to restore the electric connection to the industry without prior written permission of the Board vide Board's letter no. 4043-47 dated 5/8/2016.
Now, the industry has been purchased by M/s Mata Alloys Pvt. Ltd. on 11/10/2017 from the State Bank of India authorities. So, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 and Air Act, 1981 for the manufacturing of Steel Ingots and Castings etc. @ 54 T/day with the name of M/ Mata Alloys Pvt. Ltd along with requisite documents through OCMMS. The industry has also deposited consent fee of Rs. 45000/- each vide R. no. 78/4926 and no. 79/4926 dated 2/1/2018 under the Water Act, 1974 and Air Act, 1981 against the un-depreciated fixed assets of Rs. 318.79 Lacs as per CA certificate dated 16/12/2017, which is adequate for five years as per Board's Office Order dated 18/7/2013.
Accordingly, the industry was visited by the AEE of this office on 5/1/2018 and it was observed as under:
1) The industry is an induction furnace of capacity 4.5 T/heat and was not in operation. The physical conditions also indicated that it is not being operated since long time.
2) The industry has installed wet scrubber as APCD.
3) The industry has installed one D.G set of capacity 62.5 KVA, which is equipped with canopy and without stack height.
4) There is no generation of trade effluent as no water is used in the process. The domestic effluent that will be generated, which will be discharged onto land for plantation after passing through septic tank.
In view of the above, it is recommended that consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted upto 30/9/2022 with suitable conditions and additional conditions that
a) The industry shall comply with the CGWA guidelines. The industry shall either obtain permission for abstraction of groundwater from CGWA or concerned authority, if applicable or submit the certificate issued from BDPO regarding the establishment of the industry in Sirhind Block.
b) The industry shall submit the copy of building plans approved by the Director of Factories with its new name i.e. M/s Mata Alloys Pvt. Ltd. within a period of 3-months.
c) The industry shall provide paved area inside its premises within one month and shall maintain regularly which is used for vehicular movement to eliminate the air born dust emissions due to vehicular movement.
d) The industry will provide adequate stack height on its DG set of capacity 62.5 KVA within one month and submit the compliance to this office.
e) The industry will submit the stack emission sampling report carried out by Board's lab/ Board Approved Lab, within a period of three months.
