The details of the case regimen in the note of AEE,which may kindly be perused. It is submitted that the proposed site of the unit falls in Patran block, which is a notified block of the CGWA.Therefore, to meet the water requirements, the industry has given a proposal to the effect that it shall procure the water through a tanker of capacity of 6000 ltrs from the own tube well located in Moonak ,which falls in Lehragagga Block,which is declared as over exploited block by the CGWA. The tanker will be attached to any tractor which will be taken on rent. The total requirement of water will be about 2 KLD and the industry has already constructed a water storage tank of size 9’x7’x5’ along with PVC tank having capacity of 500 ltrs. Further, a tank having capacity of 1.2 KLD will be provided inside the machinery room in which the entire water to be used for cooling purpose will be re-circulated . For assessing the quantity of water used, water flow meter shall be provided by the industry in the initial water storage tank through which the water will be passed to PVC tank and thereafter in the re-circulation tank .As regards to installation of APCD for pulverizer is concerned, this machine equipped with cyclone followed by bag house will be supplied by the supplier of the machinery .It is also added here that the industry has obtained CLU for a part land i.e. 4 kanal 8 Marle against total project area of 18 kanals.
Therefore, it is recommended that the consent to establish (NOC) from pollution angle may be granted to the industry with suitable conditions and following special conditions: -
1. The industry will submit its building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer under the provisions of section 3-A of Punjab Factory Rules, 1952.
2. The industry shall not use tube well already existing in its premises to meet the water requirement for the industrial plant, in any case, without obtaining permission from Central Ground Water Authority.
3. The Chief Town Planner, Punjab may be written to look into the fact as to whether the industry is required to get the land use certificate for entire project site or a part where machinery is to be installed, since the unit has obtained CLU for a part land i.e. 4 kanal 8 Marle against total project area of 18 kanals.
4. The industry shall utilize treated effluent from STP Patran for construction purposes.
5. The industry shall re-circulate the entire cooling water through re-circulation tank.
6. The industry shall not manufacture glue in its unit, without the prior written permission of the Board.
7. The industry shall not generate and discharge any kind of trade effluent and shall discharge only domestic effluent onto land for plantation after passing through septic tank.
8. The industry shall comply with all the conditions mentioned in the CTP, Punjab letter no. 4872 dated 06.11.2017 vide which permission for CLU has been issued to the industry.
9. The industry shall not install any boiler/furnace in its unit.
10 The industry shall provide registration no. of the rented vehicle before obtaining CTO and shall maintain the record of fresh water procured from the outer source and consumed for domestic use and make up in the recirculation tank in a separate register.
11 The industry shall submit completion certificate of the APCD to be provided with the pulveriser at the time of obtaining consent to operate.
