It is submitted that Regional Office has forwarded the case for consents to operate under the Water Act, 1974 & Air Act, 1981 as per the details mentioned in the agenda note. The agenda note has been examined & observed as under:-
1. It is a red - small category unit and earlier granted consent to operate under Water Ac, 1974 & Air Act, 1981 vide nos. R15MOGCTOW2785681 & R15MOGCTOA2785253 dt. 22.06.2015, valid upto 30.06.2018.
2. The site of the industry was visited by officer of Regional Office on 06.09.2017
and it was observed as under:-
a) The industry was not in operation due to weekly power cut.
b) The industry has installed 01 induction furnace of capacity 500 kg/heat for melting of pig iron/iron scrap to manufacture C.I. castings. The industry is also having cold store in its premises.
c) The industry has installed M.S. Hood followed by wet scrubber with water circulation system and stack of adequate height as air pollution control device at the level of 2nd floor. No approach was there to verify the operational status of the APCD. The condition of APCD revealed that it is not being operated by the industry.
d) The industry has not installed separate energy meter with the APCD to verify its operation. No record for the operation of APCD was available for verification.
e) The industry is this violating the provisions of Air Act, 1981.
3. Thereafter, the industry was issued show cause notice for revocation/cancellation of consent to operate granted under Air Act, 1981 vide Zonal Office letter no. 3144-45 dated 31.10.2017 with request to explain its position in writing, with respect to the violations mentioned threrein, within a time period of 15 days.
4. Now, the industry has applied for renewal of consents to operate under Water Act, 1974 and Air Act, 1981 through OCMMS.
5. Accordingly, the site of the industry was visited by officer of Regional Office on 05.01.2018 and it was observed as under:-
a) The industry was not in operation during the visit. The representative of the industry informed that they are not operating their induction furnace due to slump in market, so sample could not be collected.
b) The industry has also one cold storage in its premises.
c) The industry has installed 01 induction furnace of capacity 500 kg/heat.
d) The industry has installed M.S Hood followed by wet scrubber with water circulation system and stack of adequate height as air pollution control device at the level of 2nd floor with provisions to facilitate emission sampling.
e) The industry has installed separate energy meter with the APCD.
f) The industry has installed 1 no. shot blasting machine with inbuilt bag house as APCD and annealing furnace in its existing shed and same was found not in working condition.
g) The industry was discharging its domestic effluent into sewer of PSIEC.
h) The industry has now complied with the conditions of the consents granted under the Water Act, 1974 and Air Act, 1981.
Regional Office has further submitted that the industry has deposited the fees regarding sample analysis.
Regional Office has recommended that consent to operate under Water Act, 1974 and Air Act, 1981 may be granted upto 30.06.2022 with usual conditions.
If approved, consents to operate under Water Act, 1974 and Air Act, 1981 may be granted to the industry upto 30.06.2022 with usual conditions alongwith that the industry will obtain the authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 please.
