File Note:  The HCF was granted authorization vide no. BMW/BTI-2/240/F-218 dt. 30.05.2017 for bed capacity of 40 for generation, collection, storage & disposal of Bio medical waste of categories 1, 4, 6, 7 & generation, collection, treatment & disposal 8 of the bio medical waste rules, with validity upto 31.03.2018.  Now, the hospital has applied for fresh consent to operate under the Water Act, 1974 & Air Act, 1981 for operation of hospital of bed capacity 40.  Ministry of Environment, Forest & Climate Change (MoEF&CC) has notified new Bio - Medical Waste Management rules, 2016 as per which Health Care Establishment has to apply on amended form (Form-II) for obtaining authorization under the Bio-Medical Waste Management rules, 2016 incorporating the status of consent under the water Act, 1974 & Air Act, 1981 and validity of authorization for bedded HCF shall be synchronized with the validity of consents.  Now, the Board vide letter no. EPA/2018/1 dt 03.01.2018 has decided that If the Health Care Facility (HCF) is a bedded hospital and is having less than 50 beds or dental chairs, it will be granted authorization under BMW Rules, 2016 for a period of 5 years with the condition that the HCF will apply for fresh authorization if it increases its bed capacity or dental chairs.  No bank guarantee has been taken from the health care facility.  The hospital was visited by undersigned on 23.01.2018 and it was observed that :– • The bed capacity of the hospital is 40 nos. • The hospital is generating bio medical waste of categories Yellow, Blue, White (Translucent), Red of the Bio Medical Waste (Management) Rules, 2016. • The hospital is segregating Bio-Medical Waste being generated by it category wise at the point of their generation as per colour coding, collected in polythene / puncture proof bags, which are placed in plastic containers. • The hospital is cutting catheters/tubing to avoid its reuse. • The hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition. • Non-Polychlorinated bags, were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF. • The hospital has made provision for treatment/ disinfection of liquid Bio waste category and sharps with 10% sodium hypochlorite solution and is thereafter is being discharged into M.C., sewer. • The hospital has stored glass (broken / unbroken) in a cardboard box with blue color marking on it. • The hospital has provided Final storage room for storage of bio medical waste, which is safe, pucca and with lock & key arrangement systems. • The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF. • The hospital is not mixing its BMW with the municipal solid waste. • • The hospital is complying with the provisions of the Water Act, 1974 & Air Act, 1981. Keeping in view of above, it is recommended that consents to operate may be granted to the HCF under the Water Act, 1974 and Air Act, 1981 for bed capacity of 40, for a period upto 31.03.2018, subject to the suitable conditions please.
