It is intimated that the outlet is a medium scale green category City Gas Station and CNG Mother Station. The agency was granted NOC vide Board's no. CTE/Fresh/FGS/2017/5587579 dated 16/6/2017, valid upto 15/6/2018 for setting up of City Gate Station and CNG Mother Station.
Now, the agency has applied for obtaining fresh consent to operate under the Water Act, 1974 and Air Act, 1981 for supplying of Piped Natural Gas @ 5000 m3/hr and Compressed Natural Gas 2400 m3/hr alongwith requisite documents through OCMMS. The agency has also deposited consent fee of Rs. 60000/- each vide NEFT no. 806462135 as Water Consent fee and vide NEFT no. 364449152 dated 31/1/2018 as Air Consent fee against the un-depreciated fixed assets of Rs. 1308.43 Lacs as on 31/12/2017 as per CA Certificate dated 4/1/2018, which is adequate for five years as per Board's Office Order dated 18/7/2013. It is further intimated that the agency had mentioned the total project cost as Rs. 1800.00 Lacs at the time of obtaining NOC from the Board. Now, the agency has informed vide its letter dated 31/1/2018 that the plant and machinery is fully procured and installed at site. Some construction activities are pending and the total capital investment incurred for its City Gas Station and Mother Station will not exceed Rs. 1500.00 Lacs.
Accordingly, the site was visited by the AEE of this office on 2/2/2018 and it was observed as under:
1. The agency has almost completed the construction activities and has also installed the machinery for which, it has obtained NOC from the Board.
2. There is no source air pollution as it has not installed any bhathi/ furnace inside the industrial premises.
3. The agency has not installed any D.G. set inside the premises.
4. No water is being used in the process, therefore, there is no generation of trade effluent.
5. Only domestic effluent generated which will be discharged in PSIEC Sewer after passing through septic tank.
6. The project proponent has proposed to use PSIEC water supply for its domestic purposes.
7. The site of the project falls in Amloh Block, which is notified by the CGWA.
The site of the project is located in the designated industrial focal point, Mandi Gobindgarh as developed by PSIEC. The project proponent has submitted the letter of intent for the allotment of Industrial Plot no. A-8, Focal Point, Mandi Gobindgarh issued by PSIEC, Chandigarh vide letter no. 28470 dated 27/12/2016.
In view of the above, it is recommended that consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted upto 31/12/2022 with suitable conditions and additional conditions:
1) The project proponent shall not install any tubewell for the abstraction of groundwater without obtaining prior permission from Central Ground Water Authority.
2) The project proponent shall obtain various permissions from different departments/ authorities as may require for its project.
