Proceedings of the personal hearing given by Senior Environmental Engineer, Zonal Office-2, Ludhiana on 23-02-2018 for refusal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 - M/s Sofinco Industry Pvt. Ltd., Vill. Tajpur Bait, Kakka Road, Ludhiana..................................
At the outset of the hearing, Environmental Engineer informed that the industry is engaged in Flat knitted fabric in colors @ 300 KG/day & non woven wool felt components (Dyes and or sheet in Natural Colours) @ 250 Kg/day.
Earlier, consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 with wood as fuel and non-fluidized bed furnace was revoked vide no. 6575 dated 22.12.2017.
The industry has now applied for consent to operate under Air (Prevention & Control of Pollution) Act, 1981. The application of the industry has been examined and it has been observed that
1. The industry yet has not provided the CCTV cameras focusing on the outlet of the stack as well as at the fuel feeding point of the boiler as decided in the personal hearing given to the industry before the Senior Environmental Engineer, Zonal Office-II, Ludhiana on 13.07.2016.
2. No document regarding the land use has been uploaded by the industry.
Show cause notice for refusal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 was issued with an opportunity of personal hearing before Senior Environmental Engineer, Zonal Office-2, Ludhiana. The hearing was scheduled for 22-02-2018 (postponed to 23-02-2018).
Sh. Pyara Singh, Manager attended the hearing and submitted that the CCTV cameras along with inhouse internet surveillance system has been provided and shown the live streaming of the footage of CCTV cameras. He also submitted the photocopy of CLU granted by the STP, Deptt. of Town & Country Planning, Punjab vide letter no. 241/STP (L)/TW-12A dated 20-01-2011 in which it has been mentioned that the site falls in the industrial zone as per the provisions of Master Plan of Ludhiana.
The matter regarding the waste water minimization was also discussed in light of the survey carried out by the officers of the Board on 05-01-2018, wherein it was reported that the industry has not provided any arrangement for the recovery of cooling water from the packing machines. The steam condensate recovery is also being done through unscientific manner. The industry is not re-using treated or untreated effluent for any other purpose and has not taken any special measures for waste water measures.
After hearing the officers of the Board and the representative of the industry, the Senior Environmental Engineer, Zonal Office-2, Ludhiana decided as under:-
1) Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30-06-2019.
2) The industry shall immediately provide arrangements for the recovery and re-use of cooling water and explore the possibility of re-use of treated/untreated effluent back into process and provide metering system to check the condensate recovery. After adjudging the quantity of steam condensate recovery, the industry will adopt a scientific steam condensate recovery program so as to optimize the steam recoveries to the maximum extend as possible.
3) A re-hearing may be given to the industry on 15-03-2018 to review the progress regarding the waste water minimization program.
The proceedings of the hearing are added herewith for the confirmation and approval by the Competent Authority, so as to convey the same to all the concerned for necessary compliance please.
