Discussed on 06/03/2018, it was apprised that the stack emission sample of industry was carried out on 01/02/2017. As per analysis report received from the Board’s lab, the concentration of SPM was found to be 140 mg/Nm3, which is within the permissible limits prescribed by the Board. The industry is now complying with code of practice framed for hot mix plant and no water is used in the process except sprinkling water to suppress dust emissions and action u/s 31-A of the Air Act, 1981 taken against the industry may be dropped with direction to PSPCL authorities not to disconnect /restore the power supply available to the industry. It is therefore once again recommended that fresh consents to operate under the Air Act, 1981 may be granted to the hot mix plant up to 31/01/2019 with suitable conditions and following special conditions that:-
1. The industry shall dismantle the RMC Plant immediately and shall not operate the same, without obtaining permission of the Board.
2. The industry shall obtain permission for abstraction of ground water as per guidelines issued from the CGWA.
3. The industry shall obtain consent to operate under the Water Act, 1974.
4. The industry shall obtain authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
