While processing the application of the industry, the following observations were made:-
1. The industry has not submitted the latest lease deed of its land mentioning the land lease amount/ annum with its online application form. Further, the industry is required to incorporate the cost of the same/ annum in its CA certificate for the duration it desires CTO, So that the adequacy of fee already deposited by the industry can be adjudge. Also, the fee already deposited by the industry is not adequate for five years.
2. The industry has not yet submitted duly attested copies of the compliance report of the conditions of the consents earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 alongwith its online application form.
3. The industry has not filed the application from correctly i.e. column no. 2 (i) & (ii) under part-D of application filed for obtaining consent to operate under the Air (Prevention & Control of Pollution) Act, 1981.
4. The industry has not filed the application from correctly i.e. column no. 6 under part-C of application filed for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974.
5. The industry has mentioned in its request letter and it has got its emissions / effluent tested from the approved laboratory and that the results are within the limits prescribed by the Board. However, the industry has not submitted the same alongwith its online application form.
6. The industry has also mentioned in its request letter that it has decided not to operate saila plant for the production of saila rice, but has mentioned saila rice @ 2TPH in production detail in its online application form, which is not in order. Further, the industry had already been directed by the competent authority to apply for production of dry rice/ steam rice only.
7. The industry has still not submitted report of Deptt. Of Town & Country Planning mentioning the classification of the site of the unit as per notified Master plan of Patiala and is required to submit report regarding the location of unit to the effect that whether the unit is located within or outside MC limits, when it intents to apply for expansion of saila rice @ 2 TPH.
8. The industry has mentioned in its request letter that boiler ash is being given to nearby farmers and industry has attached the agreement made with them, but no agreement has been attached by the industry with its online application form.
9. The industry has also submitted in its request letter that the industry is maintaining record of fresh water consumption but it has not submitted any proof of copy of the same with online application form.
In view of the aforesaid observations, it is clear that the industry application is incomplete and cannot be considered at this stage. May if approved, the application of the industry may be returned hereby with request to re-submit the same in this office with the compliance of the above said observations.
P.S.: - The scrutiny “Incomplete”option is not accessible to the undersigned. |
