It is intimated that the industry is small scale orange category unit. The industry was granted NOC vide no. CTE/Fresh/MOG/2017/5738567 dated 03/07/2017 valid upto 02/07/2018
under Water Act, 1974 & under Air Act, 1981 for proposed to install Dry rice sheller with dryer alongwith rice sortex machine for the processing of paddy @ 4.5 TPH and product Raw Rice With Dryer @ 03 TPH, Sorted Rice @ 03 TPH.
Now the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 after NOC under orange category through OCMMS of the Board.
The industry was visited by the AEE of this office on 06.03.2018 and it was observed as under:-
1. The industry was in operation. The industry has installed a 3 TPH shelling section capacity, same was verified from vide a letter no. 2671 dated 09.10.2017 from the Director of Food supplies, Punjab. The industry has installed a shelling section on location plan at the time of NOC same was verified from the site plan.
2. The industry has installed shelling section attached with cyclone as APCD without stack and paddy cleaner with dryer section without cyclone as APCD. All were in operation during the visit.
3. The industry has provided brick wall in front of the discharge point of rice husk area less than 3.5´.
4. The industry is not complying with the code of practice notified by the Govt., Deptt. of Science, Technology & Environment vide order dt.15.10.2013, same was verified during the visit.
5. Domestic effluent is being discharge into soakage pit after passing through a septic tank.
6. The industry has not provided a brick paving in entire vehicle moving area.
7. The industry is not complying with the provisions under Water Act, 1974 & Air Act, 1981.
Keeping in view of above, it is recommended that:-
The Show cause notice for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be issued to industry.
