The industry was granted consents under Water Act, 1974 vide no. R15LDH1CTOW2684488 dated 19.05.2015 valid upto 31.03.2018 & under Air Act, 1981 vide no. R15LDH1CTOA2684087 dated 19.05.2015 valid upto 31.03.2018. Now the industry has applied for renewal of 'Consent to Operate' under Water Act, 1974 & Air Act, 1981. The industry was visited by officer of this office on 23.02.2018 & observed that;
1. The industry was in operation during visit.
2. The industry has installed one oil fired boiler of capacity 4 TPH. This boiler was not in operation during visit. The industry is generally using the steam taken from its sister concern M/s Malwa Industries (Denim Division).
3. The industry has provided three DG sets of 1000 KVA each and one DG set of 1500 KVA without canopy which are placed in a common room with adequate stack height within the premises of Malwa Industries (Garment & Denim Division). These DG sets were not in operation during visit.
4. All the components of the ETP were in operation during visit. The industry has maintained record of chemical used for dosing in the mixing tank. The industry has installed electromagnetic flow meter, online pH meter, TDS & energy meter with ETP.
5. Effluent sample was collected from final outlet of the ETP by this office on 23.02.2018 & sent to Board's Lab for analysis. As per analysis reports various parameters of effluent samples were within the prescribed limit of the Board.
6. The Malwa group (i.e. M/s Malwa Processing House, M/s Malwa Industries (Denim Division) & M/s Malwa Industries (Garment Division) has developed 70 Acres of land under plantation for disposal of its treated trade effluent from all the industries & is also discharging its treated effluent in nearby field approx. 350 Acres for irrigation through permanent piping & valve system for utilization during non-rainy season.
7. The Iraq drain at the B/s of the industry was also checked during visit & its condition indicated that no effluent has been discharged into it by the industry.
8. The industry has already submitted building plan prepared by approved Architect under Director of Factories, Punjab.
9. The industry is complying with the previous consent conditions granted to the industry under Water Act, 1974 & Air Act, 1981.
10. The industry has submitted request that they are depositing consent fee adequate for next three years only due to financial problems & has asked for grant of consent for this period only.
11. The industry is mentioned at Sr. no. R.O-I/LDH/WA/569 in the inventory maintained by Regional Office-1, Ludhiana.
12. The competency to grant the consent lies with Worthy Chairman of the Board, Head Office, Patiala.
In view of above, it is recommended that the industry may be granted to consent to operate under the Water Act, 1974 & Air Act, 1981 for 01 year upto 31.03.2019 with condition that industry will not operate its three DG sets of 1000 KVA & one DG set of 1500 KVA without canopy.
