It is submitted that the industry is small scale orange category unit (rice mills) engaged in the manufacturing of Raw rice @ 2.0 TPH, without dryer. The industry was granted renewal of consents to operate under the Water Act, 1974 vide no. RO/SGR/WPC/2009/F-1005 dated 21/10/2009 and the Air Act, 1981 vide no. RO/SGR/APC/2009/F-1562 dated 21/10/2009, both valid upto 30/06/2018 subject to certain conditions mentioned therein and special condition that the industry shall get the performance study of APCD carried out either from Board's lab or Board's approved private Lab within one month from the date of commissioning in the coming season. Now, the industry has submitted application for renewal of consents to operate under the Water Act, 1974 & the Air Act, 1981, for manufacturing of Raw rice @ 2.0 TPH without dryer. The industry has already deposited Rs. 12,000/- each vide R.No. 06/4963 & R. No. 05/4963 dated 06/03/2018 against the fixed assets of Rs. 48.78 lacs, as Water & Air consent fee, which is adequate upto 30/06/2023. The industry has already been visited by AEE of this office along with JSO on 07/02/2018 to carryout the stack emission sampling. As per analysis results received from HO Lab, the concentration of SPM was found to be 278 mg/Nm3, which is within the permissible limits prescribed by the Board for such type of the industry.
The industry is complying with the code of practice as well as conditions imposed in the consents granted under the Water Act, 1974 & the Air Act, 1981.
Further, as per office order No. 461 dated 31/12/2013, the competency for grant of consents to the rice shellers with dryer and saila plants lies with the Environmental Engineer of the Regional Office.
In view of above, if approved, the validity of consents to operate granted to the industry under the Water Act, 1974 & the Air Act, 1981 may be extended upto 30/09/2022, for manufacturing of Raw rice @ 2.0 TPH (Without dryer), with suitable condition and special condition that the industry shall obtain permission for abstraction of ground water as per guidelines issued by the Central Ground Water Authority.
