It is submitted that earlier, the residential project was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. O16ASRCTOA4153676 dated 28/7/2016 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. O16ASRCTOW4160054 dated 28/7/2016, which were valid up to 31/03/2017 & further extended up to 31/03/2018.
Now, the project proponent has applied for the renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981. The residential project has deposited consent fee Rs. 1,80,000/- vide R. No. 38/4461 dated 20/3/2018 under Water Act, 1974 and Rs. 1,80,000/- vide R. No. 37/4461 dated 20/3/2018 under Air Act, 1981, which is adequate up to 31/3/2019 under both Acts. The project proponent has also deposited Rs. 500/- vide R. No. 39/4461 dtd 20/3/2018 as an application form fee.
The residential project was visited by officers of this office on 23/3/2018 and it was observed as under:-
• In the residential project more than 200 nos. houses has been constructed and habitated.
• The project proponent has installed a STP which was in operation at the time of visit.
• The treated domestic effluent was being discharged onto the land for plantation / horticulture / gardening and other landscaped areas.
• An electro-magnetic flow meter was provided at the outlet of the STP whose reading was 34481 m3 at the time of visit.
• The project proponent has maintained the record for the discharge of effluent as well as energy consumed by the operation of STP.
• The residential project has installed a D.G. Set having capacity of 1010 KVA, which is fitted with canopy and adequate stack height.
The residential project has got analyzed its domestic effluent samples on 31/5/2017. The report issued by HO Lab, Patiala vide letter endst. No. 24916-18 dtd 06/06/2017 reveals that the analyzed parameters i.e. pH=7.8, TSS=11 mg/l, TDS= 430 mg/l, BOD=12 mg/l, COD= 40 mg/l, Oil & Grease = BDL are within the permissible limits as prescribed by the Board.
In view of the above, if approved the application may be send to zonal office, Amritsar with recommendations that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be extended up to the period of 31/3/2019 with the usual terms and conditions.
