File Note: Sir, the point wise reply to the clarification raised by your goodself is as under:- (1) The industry is a large scale forging unit which is covered under orange category as per new categorization adopted by the Board and the competency to decide the consent application lies with Chief Environmental Engineer, Ludhiana. As such, the case is not required to be sent to head Office for approval. (2) The fixed assets of the industry have increased in year 2015-16 beyond the 50.00 Crore slab. The industry has deposited Rs. 3,50,000/- as consent fees under both the Acts, in which Rs. 3,00,000/- under both the Acts has been taken as consent fees for further five years as the industry falls in 50-75 Crores slab and the consent fees is Rs. 60,000/- per year under orange category for this slab. The balance amount of Rs. 50,000/- under both Acts has been deposited by the industry on account of change in slab and increase in assets pertaining to years 2015-16, 2016-17 and 2017-18. As such, the fees adequacy remains unchanged. (3) As far as the possibility to reuse the domestic effluent for gardening/plantation purpose is concerned, the industry is currently discharging domestic effluent into M.C sewer and has no sewage treatment plant installed within the premises. As such, it is recommended that consent to operate under Water Act, 1974 and Air Act, 1981 may be granted to the industry upto 30.09.2022 as already recommended in agenda note with special condition that:---------------------- 1. The industry will obtain the permission for the use/abstraction of ground water as per the requirements of Central Ground Water Authority (CGWA). The Board will not be responsible for any loss, in case the CGWA will prohibit the abstraction/use of water on account of non-obtaining of such permission........................................... 2. The industry shall comply with the pollution control norms and various notifications issued by the Department from time to time. 3. The industry shall explore the possibility of reusing the domestic effluent for gardening/plantation etc. after treatment.
