The industry was granted consents to operate under the Water Act, 1974 & the Air Act, 1981 for operation of rice sheller unit without dryer to operate vide no. LDH/RO-II/WPC/2003-18/F-88 dated 15.10.2003 valid upto 14.10.2018 and LDH-II/APC/2003-04/F-177 dated 15.10.2003 valid upto 14.10.2018, respectively for the processing of paddy @60TPD with raw rice @40TPD.
Now, the industry has applied for varied consents to operate under the Water Act, 1974 & the Air Act, 1981 for operation of unit of capacity 40 TPD of raw rice with dryer through OCMMS on 12.03.2018 under Orange Category as per prevailing policy of the Board. The details of the case are as under: -
• The industry has submitted C.A. certificate dated 08.03.2018 showing gross fixed assets value of Rs. 75.48/-, compliance of consent conditions. The industry has deposited Rs. 15000/- vide R. No. 75/4584 dated 13.03.2018 as water consent fees &15000/- vide R. No. 76/4584 dated 13.03.2018 as air consent fees. The fee deposited by the industry is adequate upto 31.12.2021 under both acts.The industry has also deposited Rs. 3000/- vide cheque no. 767831 dated 20.03.2018 as NOC for the increase in the fixed assets.
• The industry was visited by undersigned on 15.03.2018 and it was observed as under :–
The industry was in operation during visit for production of raw rice with dryer.
The industry has installed 02 number shelling units and has provided separate cyclones as APCDs to arrest the process emissions from shelling sections.
The industry has also installed one no. new dryer and also provided cyclone as APCD. The industry has also provided adequate height of stacks with these APCDs along with provisions to facilitate emission samples.
The air emission samples of the industry will be collected shortly.
The industry has provided brick wall in front of the discharge pipe of rice husk and total length of the wall is more than 70' and height of the wall more than 15'.
The industry has provided septic tank for treatment of domestic effluent with the provision to discharge the same after treatment onto land for irrigation.
The industry has made plantation along its boundary wall.
The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dated 15.10.2013.
Keeping in view of above, it is recommended that varied consent to operate under the Water Act, 1974 & Air Act, 1981 for operation of rice sheller unit of capacity 40 TPD of raw rice with dryer may be granted upto 30.09.2021 with suitable terms and conditions.
