The industry vide its letter, received on 08.03.2018 has submitted the proposal along with relevant record for the establishment of new rice shelling unit in the revenue estate of Village Malout an area of 24 Kanals 7.5 Marlas land, bearing Khasra nos. 52// 16 min (1-18) 17/1 min (0-5) 24/2 min (2-4), 25 min (6-15.5), 53// 21/1 min (1-7) 21/2 min (1-7) 21/3 min (1-15), 21/4 (2-8), 22 (6-8), Tehsil Malout, Distt. Sri Muktsar Sahib. Accordingly, the proposal was sent to the District Town Planner, Faridkot and The Tehsildar, Malout vide this office letter nos. 2392 and 2393 dt. 09.03.2018, respectively with the request to submit reports regarding their concerned parameters as required in view of the siting guidelines prescribed by the State Govt. vide order dt. 15.10.2013.
The industry has applied for consent to establish (NOC) through OCMMS on 20.03.2018 for the establishment of rice sheller unit to manufacture raw rice /sorted rice @ 2 TPH with dryer. The details of case is as under –
The industry has deposited NOC fee of Rs. 9000/- vide R.no. 65/4970 dt 21.03.2018 for the project cost of Rs.287 lacs as per project report, which is adequate for one year.
The District Town Planner, Faridkot vide his memo no. 517 dt. 20.03.2018 has sent report in reference to this office letter no. 2392 dt. 09.03.2018, the relevant extract of which is reproduced as –

A(i) The site does not falls in industrial focal point or designated industrial zone.
A(ii) The site is more than 500 M away from the Urbanization Limit of Non Statuary Master Plan, Malout and falls within the Agriculture / Rural Zone of the Master Plan
A(iii) The site does not fall within the Radius of 500 mtrs from National Highway, State Highway, Bye-Pass and Schedule Road.
The change of land use for industrial (rice sheller) is granted as per the provisions of Punjab Regional and Town Planning & Development Act, 1995 with suitable conditions.

The industry has proposed to discharge only domestic effluent onto land for irrigation through treatment in septic tank.
The industry has submitted proposal to install cyclones as APCDs with shelling section and paddy cleaner of dryer section along with adequate stack height and sample collection facilities.
The industry has proposed to provide brick wall of adequate length and 10 feet height around with husk storage area and further provide wind screen of 5 feet height above said wall in compliance to code of practice prescribed by the Govt. vide dated 15.10.2013.
The site of proposed rice sheller unit was visited by undersigned on 27.03.2018 and it was observed that -
- The site is located in the revenue estate of Vill. Malout along link road connected Dhani Partap Singh with Fazilka Road having width more than 16 feet.
- No village Phirni / lallakir / Wild Life Sanctuary / Zoo / Residential area / Historical /Religious place / Educational Institute / Protected Monumentsare located, within 500 Mtrs. distance from the proposed site.
- No High tension wires are passing through the site.
- The site of the proposed rice sheller unit is surrounded by rice sheller industries.
- The industry has started construction work for its boundary wall at the proposed site.
As explained above, the site of the industry is suitable for establishment of a rice shelling unit without dryer and has submitted proposal to contain process emissions generated from such type of units.
Keeping in view of above, it is recommended that consent to establish (NOC) may be granted to the industry for establishment of rice sheller unit to manufacture raw rice/sorted rice @ 2 TPH with dryer, subject to the suitable conditions along with specific condition that -
1. The industry will comply with the conditions imposed by District Town Planner in the report sent to Punjab Pollution Control Board vide its memo no. 517 dt. 20.03.2018 in the report regarding verification of site guidelines.
