The industry was granted consent to operate vide no. ZO-II/SGR/WPC/2009/F-205 dated 13/04/2009 and no. ZO-II/SGR/APC/2009/F-194 dated 13/04/2009, both valid up to 12/04/2014 & further extended upto 31/03/2018 for Bottling of liquor @ 3333 cases/day or 10,00,000 cases/annum by using ENA Spirit @ 13.4 KL/day as raw material, with certain conditions mentioned therein. The industry has installed ETP for the treatment of trade effluent generated @ 50 KLD and developed 1.0 acres of land for plantation.
Now, the industry has applied for renewal of consents to operate under the Water Act, 1974 . The industry was visited by Regional Office, Sangrur on 07/03/2018 to collect effluent samples and it was observed as under:- 1. The industry was in operation. 2. The industry has installed ETP consisting of bar screen, Equalization tank, sump for pumping, filtration (sand filter & activated carbon filter), which was in operation, during visit. 3. The treated effluent was being recirculated & used for bottle washing, however, the industry has provision to discharge part of treated trade effluent in plantation area developed in about 1.0 Acre land, across the road. 4. The trade effluent sample could not be collected due to the non availability of effluent generated. 5. The industry has got its trade effluent sample collected / analyzed by Industrial Testing Laboratory & Consulting House, Patiala (approved lab) and as per analysis report, the concentration of various parameters was found within prescribed limits fixed by the Board.
It has been observed that as per record file, the industry has not been monitored by collecting trade effluent sample of the industry since the grant of extension on 09/01/2014 till date by the Environmental Engineer, Regional Office, Sangrur.
Keeping in the view of above, it is proposed that:-
- Clarification be raised to the industry to intimate the quantity of treated trade effluent recirculated / used for bottle washing and the quantity of trade effluent discharged onto land for plantation on daily basis alongwith record maintained for treatment and disposal off the treated trade effluent.
- Environmental Engineer, Regional Office, Sangrur be asked to explain the reasons of not taking any trade effluent sample of the industry since 2014 and to collect the same immediately and sent the requisite report / recommendation after verifying the record maintained by the industry please.
