File Note: The details of the case are given in the note of AEE, which may kindly be perused. In light of the facts mentioned in the said note, it is recommended that the NOC from pollution angle may be granted to the Project Proponent for establishment of hospitality unit at SCO No. 6-12 Devigarh Division, Gurudwara Dukhniwaran Sahib Road, Patiala, subject to suitable conditions and following addition conditions that: 1. This NOC has been granted to the Project Proponent for establishment of a hotel unit comprising of 28 Guest Rooms, 2 party halls and one restaurant only. 2. The Project Proponent shall get the permission for abstraction of ground water from CGWA as the site of the hotel is located in the notified zone. 3. The Project Proponent shall install water meter with the submersible pump and maintain record of readings of the same. 4. The Project Proponent shall not generate and discharge any trade effluent. The Project Proponent shall provide treatment facility as specified in the feasibility report submitted along with application for treatment of effluent along with the main project and shall discharge the treated effluent in M.C. sewer only conforming to the standards laid down in Schedule-VI of Environment (Protection) Rules, 1986. 5. The Project Proponent shall not carry out any activity relating to marriage palace in the premises of the hotel, without the prior written permission of the Board. 6. The Project Proponent shall not allow to operate any musical instrument/D.J. System/Sound producing instrument within the premises of the hotel, which causes noise pollution in the area. 7. The Project Proponent shall ensure the compliance of ambient noise standards laid down by the Board vide notification no. 734 dated 06.12.1993 under the Air (Prevention & Control of Pollution) Act, 1981. 8. The Project Proponent shall not install any boiler/furnace without the prior written permission of the Board. 9. The Project Proponent shall install rain water harvesting system to recharge the ground water with roof top rain water only as per Board’s Office Order no. 421 dated 28.10.2013. 10. The Project Proponent shall construct the building based on the concept of the green building. 11. The Project Proponent shall install water efficient devices/ fixtures in the bathrooms & toilets for conservation of water. 12. The Project Proponent shall comply with the provisions of Solid Waste Management Rules, 2016 and the orders passed by the Hon’ble National Green Tribunal on 22.12.2016 in the case of OA 199 of 2014 titled as Almita H. Patil v/s Union of India & others, in true letter and spirit.
