The industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. Zonal/Mohali/WPC/2006/F-236 dated 02/06/2006 having validity upto 31/03/2011 which was further extended upto 12/03/2014. The industry was also granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide No. Zonal/Mohali/APC/2006/F-239 dated 02/06/2006 having validity upto 31/03/2011 which was further extended upto 12/03/2014. The said consents were granted for the operation of stone crusher unit @ 4000 cft/day.
Now, the industry has applied for obtaining renewal of 'consent to operate' under both the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith CA certificate of the value of gross fixed assets of Rs 10.21 lakhs as on 31/12/2017, analysis report of the NABL approved laboratory and the compliance report of the conditions of the previous consent to operate. The industry had earlier deposited Rs. 18,500/- vide R. No. 89/4045 dated 21/08/2017 (Rs. 9,000/- each under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and Rs. 500/- as application form fee). From, the note history, it has been observed that the earlier fee deposited by the industry was adequate upto 30/06/2018 against the fixed assets value of Rs 25 Lakhs. Thus, the fee deposited by the industry now is adequate upto 30/06/2024 as per Board's Office Order dated 18.07.2013.
As per Deputy Commissioner, SAS Nagar report bearing No. 26004 dated 23/07/2014, it has been observed that the said unit is complying with the siting criteria as stipulated by the Govt, of Punjab, Department of Science Technology and Environment dated 30/07/2013. The copy of the report is attached herewith.
Accordingly, the industry was visited by the undersigned on 28.03.2018. During the visit, it was observed as under:
1. The stone crushing unit was not in operation due to no demand.
2. There is no generation of trade effluent/ wastewater as the unit is dry stone crusher.
3. There is also presently no generation of any domestic effluent as the toilet is not in use since long time.
4. The industry has installed DG set of capacity 125 KVA, which is equipped with canopy and stack of adequate height.
The code of practice adopted by the industry for operation of stone crushing unit was also verified at the time of visit and is tabulated as under:

It is worth to mention here that the industry got the ambient air monitoring done by M/s Chandigarh Pollution Testing Laboratory which is an approved laboratory by the Board on 05/03/2018 and the analysis results as received from the Head Office Laboratory are given as under:

Thus, the concentration of particulate matter is within the permissible limits as prescribed by the Board.
In view of above, it is recommended that the Consent to operate under both the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 30/06/2022 subject to suitable conditions and additional condition that the industry shall comply with the CGWA guidelines for abstraction of groundwater.
