Consent to operate under the Air Act, 1981 was granted to the brick kiln vide no. APC/FDK/3/46//F-110 dt. 30.01.2003 for the operation of brick kiln, to manufacture bricks & tiles @ 10 lac per round, subject to the suitable conditions mentioned therein, valid upto 31.12.2017.
01 Air emission sample of the brick kiln was collected by Boards Lab on 05.05.2016 and as per analysis report, concentration of SPMs in the emission sample was found to be 387 mg/Nm3 i.e within the prescribed limits as specified by the Board for brick kilns.
The kiln has applied for consent to operate under the Air Act, 1981 through OCMMS, for operation of brick kiln for the production of bricks & tiles @ 30,000 per day under orange category. The other details of the case are as under –
• The industry has submitted certificate of C.A regarding its fixed assets of Rupees less than 10 lacs as on 07.03.2018 including lease value of land (01 years), building & machinery of the brick kiln and has deposited total consent fee of Rs. 2500/- vide R.no. 91/4903 dated 19.03.2018 under the Air Act, 1981, which is adequate for a period upto 30.09.2019. The industry has submitted the lease deed of land which is valid upto 27.10.2019.
The industry was visited on 29.03.2018 and it was observed as under
• The kiln was in operation for manufacturing of brick & tiles. No unauthorized fuel was found stored there in the brick kiln premises.
• The kiln has installed gravity setting chamber with fixed stack of more than 30 meters height as APCD to contain the flue gas emissions as per design of Punjab State Council for Science & Technology, Chandigarh.
• The kiln has provided the sampling facilities i.e. safe ladder and platform with the stack to facilitate emission sampling.
• The kiln has stabilized the movement area, within its premises with keri.
• The kiln has planted trees along its boundary as per code of practice.
The kiln is complying with the provisions of the Air Act, 1981 as well as code of practice prescribed by the Board for brick kilns.
Further, the Board vide its office order no. SEE(HQ-2)/2017/1043 dated 08.11.2017 has passed orders that consent to operate to the brick kilns shall be renewed to the brick kilns subject to the condition that these kilns should adopt the induced draft technology by 31.03.2019.
Keeping in view of above, may if approved consent to operate applied under the Air Act, 1981 may be granted to the kiln for a period upon 31.03.2019, under orange category subject to the suitable conditions along-with the following special conditions: -
1. The BKO will obtain environmental clearance under EIA notification for mining of brick clay to be used as raw material for the manufacture of Bricks.
2. The BKO will adopt the Induced Draft Technology by 31.03.2019.
