File Note: It is submitted that industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974, and under Air (Prevention & Control of Pollution) Act, 1981, which were valid up to 31/03/2018. Now, the industry has applied for obtaining renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981. The industry has deposited Rs. 3,18,000/- vide UTR/Ref No. CNRBR52018030900544598 under Water Act, 1974 and Rs. 3,18,000/- vide UTR/Ref No. CNRBR52018030900544626 under Air Act, 1981, which is adequate up to 31/03/2024 under both Acts. The industry has also deposited Rs. 18,000/- vide R.No. 95/4461 dated 28/3/2018 as NOC regularization fee and Rs. 500/- vide R.No. 49/4461 dtd 22/3/2018 as an application fee. The industry was visited by Officer of this office on 04/04/2018 to verify the latest status for processing the application, which is as under: 1. The industry was engaged in the process of bottling and no distillation / fermentation process seen in progress in the premises of the industry at the time of visit. 2. The machinery which was earlier used for distillation / fermentation is going to be deteriorate as observed at the time of visit. 3. The Building in which distillation machinery installed also is in deteriorating state and on the verge of collapsing. 4. The industry has installed a Boiler of capacity 12 TPH which is not in working condition. 5. The industry has installed an ETP in which very small quantity of bottle washing effluent discharged. 6. The industry has provided a CCTV camera on the discharge point of ETP and on the boiler. 7. The industry has provided a treatment plant for the Bottle rinsing water and the major quantity of treated water is re-use/re-circulate into washing again and partially on to land for plantation in the area more than 20 acres. 8. The industry has installed D.G. sets (04 nos.) of capacities 250 KVA, 170 KVA & 63 KVA (02 nos.), which are fitted with canopies. The industry has submitted a building plan approved by the Director of Factories, Chandigarh. The industry has also submitted a certificate issued by Excise & Taxation Inspector, Khasa Distillery, Khasa that its distillation plant has been closed since Nov-2011, however, only bottling unit is in operation. The industry has submitted an water analysis report issued by Zonal Office Lab, Jalandhar vide No. 5557-58 dtd 29/6/2017, which reveals that the analyzed parameters i.e. pH=7.8, COD=20 mg/l, BOD=06 mg/l, TSS=12 mg/l, TDS=560 mg/l are within limits as prescribed by the Board, however, the water sample was again collected by officer of the Board on 04/04/2018 and sent to Zonal Office Lab, Jalandhar for which the result is awaited. The industry has increased its cost of fixed assets from Rs. 3132.75 Lacs in year 2014 to Rs. 3862.41 Lacs as on 31/3/2017 for the addition of vessels, S.S. tanks, galvanized sheets, fixed assets, capital etc. and internal alteration in the building for which the detail bills have been submitted. The addition in the cost of fixed assets is of the non-polluting nature. If approved and in view of above, the application may be send to Zonal Office, Amritsar with recommendations that the renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 31/3/2023 with the condition that the industry will not start its distillation process without the prior intimation and approval of the Board (Agenda note is attached for kind peruse).
