Earlier, the Rice Sheller was granted 'Consent to Establish (NOC)' under the provisions of Water Act, 1974 & Air Act, 1981 vide no. CTE CTE/Fresh/LDH1/2017/5958070 dated 20.07.2017 valid upto 19.07.2018 for processing of paddy @ 3 TPH. Now, the rice sheller has applied for Fresh ‘Consent to Operate’ under Water Act, 1974 & Air Act, 1981. The Sheller was visited by officer of this office on 04.04.2018 and the following observations were made:-
1. The rice Sheller was in operation during visit.
2. The Sheller has installed 01 shelling plant of capacity 3 TPH with cyclone separator as APCD along with adequate stack height.
3. The Sheller has installed 01 dryer of capacity 3 TPH with cyclone separator as APCD along with adequate stack height.
4. The APCD i.e. cyclone separator is principally adequate as per feasibility report submitted by the Sheller.
5. The Sheller will not generate any trade effluent & only domestic effluent @ 1.5 KLD will be discharge onto land for plantation after septic tank.
6. The Sheller has submitted Change of Land Use certificate vide no. 1670 dated 13.07.2017 for an area of 1.85 Acres, as per which the rice Sheller is permissible at above site as per Master Plan, Ludhiana (2007-2031).
7. The Sheller has submitted letter from SDM Payal, Ludhiana vide no. 278 dated 12.07.2017 as under:

8. The industry has submitted approved building plan from the Director of Factories, Punjab.
9. The competency to grant the consent lies with Environmental Engineer, Regional Office, Ludhiana.
In view of the above it is recommended that fresh ‘Consent to Operate’ under the provisions of Water Act, 1974 & Air Act, 1981 may be granted to the Sheller upto 30.09.2022 with suitable conditions as per policy of the Board please.
