The details of the case are given in the note of AEE, which may kindly be perused. Further it is submitted that the Board vide order no. 1034 dated 02.11.2017 had issued guidelines for proper & scientific disposal of bird dropping/litter (manure) with the direction that no poultry farm shall be allowed to operate after 31.12.2017 without compliance of the above guidelines. However, the said time period was extended upto 31.03.2018. The poultry farm has not made the compliance of the guidelines mentioned in the aforesaid office order of the Board. It is added here that the Punjab Poultry Farm Association (Regd.), Head Office, Rampura Thalas Road, Sangrur has filed an appeal against the Board’s officer order no. 1034 dated 02.11.2017 to the Hon’ble Appellate Authority i. e. Principal Secretary to Government of Punjab, Department of Science Technology & Environment, Chandigarh. The Hon’ble Appellate Authority vide order dated 27.12.2017 has stayed the operation of the impugned order dated 02.11.2017 of the Punjab Pollution Control Board till the next date of hearing. This case came up for hearing on 15.03.2018 before the Hon’ble Appellate Authority, but the final order is yet to be received. The consent fee is adequate upto 30.09.2023. Therefore, it is recommended that the consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2019 production of 11,475 eggs/day, subject to the suitable conditions and following special conditions as under:
1. The poultry farm shall adopt the Environmental Guidelines issued by the CPCB vide letter no. 20-4032/PCI-SSI/Poultry/2015/13165 dated 20.10.2015 regarding operation of the poultry farm.
2. The industry shall ensure that there will be no public nuisance created in the area due to the poultry farm activities within its premises.
3. The poultry farm shall ensure regular spray of sanitizers in and around the poultry premises to control fly generation from its operations.
4. The poultry farm shall be bound to comply with the order to be passed by the Hon’ble Appellate Authority in the appeal filed by the Punjab Poultry Farm Association (Regd.), Head Office, Rampura Thalas Road, Sangrur against the Board’s office order no. 1034 dated 02.11.2017, in true letter & spirit.
5. The industry shall install proper and adequate APCD, within 3 months, two control the emissions from feed mill section and report the compliance in this regard to the Board within 7 days, thereafter. |
