It is submitted that the subject cited industry has applied for obtaining consent to establish (NOC) from pollution angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for setting up of industry to manufacturing Raw Rice @ 28 MTD by using Paddy @ 48 MTD under Orange Category.
It is further intimated that the industry has deposited Rs. 7000/- vide R.No. 43/4969 dated 11/04/2018 as consent to establish (NOC) against gross value of project worth Rs. 116.80 Lacs and same is adequate for one year period. The industry has also deposited Rs. 500/- R.No. 42/4969 dated 11/04/2018 as form downloading fee.
The SDM, Gurdaspur vide his office letter no. 697-D dated 20/02/2018 reported as under:-
1. The proposed site falls at more than 12 Acre distance from Village-Lal Dora.
2. No Wild Life Sanctuary/Zoo exists of proposed site.
3. No residential exists of the proposed site
4. No educational institute exists of the proposed site
5. No Historical place exists of the proposed site.
6. No protected monument exists of proposed site.
The District Town Planner, Gurdaspur vide his office letter no. 334 dated 13/03/2018 reported as under:-
a) The proposed site does not fall in any proposed focal point industrial land use zone.
b) The proposed site falls beyond 500 mts range from urbanizable limit of any Master Plan and local planning area. The proposed site falls at a distance of more than 2 KM from local body limit.
c) The proposed site falls at a distance of more than 500 mts from National Highway, State Highway, Scheduled Road and Bye Pass.
The DTP, Gurdaspur further reported that this NOC be considered as CLU.
The Assistant Executive Engineer, PSPCL, Model Town, Batala vide his office letter no. 3047 dated 22/03/2018 reported that there is no High Tension line passed on the site shown as per site plan.
The industry proposes to provide cyclone separator as APCD with precleaner and shelling section separately. The industry proposes to install one no. D.G. set of capacity 80 KVA, which shall be provided with canopy. There shall be no source of trade effluent and the industry shall generate only domestic effluent which shall be disposed off onto land for plantation after passing through septic tank.
The industry was visited by undersigned along with Environmental Engineer, Regional Office, Batala on 13/04/2018 and observed as under:-
a) The industry has completed the construction work of boundary wall.
If approved:-
“Consent to establish (NOC) from pollution angle may be granted to the industry for one year period for the manufacturing Raw Rice @ 28 MTD by using Paddy @ 48 MTD subject to the following special conditions:-
1. The industry shall provide rain water harvesting system in its premises to carry roof top rain water into underground strata within 06 month period from the date of issue of this consent.
2. No surface run off or any other rain water flowing in lawns/ garden be allowed to enter into the rain water harvesting system.
3. All the pipes provided for the recharging system should be visible and properly coloured with light blue colour.
4. The industry shall get its Building plan approved from the department of Factories or its approved architect under Factory Act, 1948 at the time of consent.
