The point wise reply of show cause notice issued to the institute is as under:-
1) The institute was in operation and has educational courses like MBA, MCA etc. As per representative of the institute, the approx. strength of students is 600 and approx. strength of staff is 45.
2) The institute has now submitted the DTP certificate regarding classification of area issued by the DTP, Ludhiana vide no. 819 dated 10.04.2018, which may be reproduced as under:-
ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜਾਂ ਅਤੇ ਪਲੈਨ ਤੇ ਦਰਸਾਈ ਗਈ ਸਾਈਟ 2007 ਤੋਂ ਪਹਿਲਾਂ ਦੀ ਮੌਜੂਦ ਹੈ ਅਤੇ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ ਲੁਧਿਆਣਾ (2007-2031) ਦੀਆਂ ਤਜਵੀਜ਼ਾਂ ਅਨੁਸਾਰ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ 17 ਐਫ.ਡੀ.ਏ, ਬੱਦੋਵਾਲ ਜਿਲ੍ਹਾ ਲੁਧਿਆਣਾ ਦੇ 1000 ਗਜ਼ ਦੇ ਨੋ ਕੰਨਸਟਰੱਕਸ਼ਨ ਜ਼ੋਨ ਵਿਚ ਐਜੂਕੇਸ਼ਨਲ ਜ਼ੋਨ ਵਜੋਂ ਸਪਾਟ ਜ਼ੋਨ ਕੀਤੀ ਹੋਈ ਹੈ। ਆਪ ਇਸ ਸਾਈਟ ਵਿੱਚ ਕੋਈ ਨਵੀਂ ਉਸਾਰੀ ਨਹੀਂ ਕਰ ਸਕਦੇ। ਇਸ ਪੱਤਰ ਨੂੰ ਸਾਈਟ ਵਿਚ ਬਣੀ ਜਾਂ ਬਣਨ ਵਾਲੀ ਬਿਲਡਿੰਗ ਦੀ ਪ੍ਰਵਾਨਗੀ ਨਾ ਸਮਝਿਆ ਜਾਵੇ।
However, the institute has not yet submitted the approved building plans.
3) The institute has not deposited the additional consent fee. The earlier fee deposited by the institute is adequate upto 30.09.2018 only.
4) The institute has not yet installed the STP. However, the work regarding installation of STP is in progress and as per the representative of the institute it will take further 30 days for complete installation of STP.
5) The institute has installed new water meter at submersible pump and has also attached the bill of same.
6) The institute has not yet applied to the Central Ground Water Authority for abstraction/use of fresh water. The representative of the institute told that they will apply and submit the same, within 07 days.
7) The institute has now provided adequate stack heights with DG sets of capacity 125 KVA & 62.5 KVA.
8) The institute has not yet extended the validity of agreement with M/s A 2 Z Waste Management Co. Ltd. for lifting of municipal solid waste. Earlier, the agreement submitted by the institute has got been expired on 31.03.2018.
In view of the above, it is recommended that the application of institute for consent to operate under Water Act, 1974 and Air Act, 1981 may be refused.
