It is intimated that the industry is small scale orange category unit and the same is entered in the inventory of this office at serial no. LDH3/CON/1665.
Earlier, the industry was granted varied consent to operate under Water Act, 1974 vide no. CTOW/Varied/LDH3/2018/6788662 dated 01/01/2018 valid upto 22/04/2018 and consent to operate under Air Act, 1981 vide no. CTOA/Fresh/LDH3/2017/6540112 dated 23/10/2017 valid upto 22/04/2018 and with special conditions that
1. The industry will not provide any submersible pump or any other source of water supply for abstraction of ground water without the permission.
The electric connection of the industry was also restored temporarily upto 22.04.2018 vide Board's letter no. 5714 dated 23.10.2017.
Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 alongwith approved building plan, DTP certificate, partnership deed, latest CA certificate, request letter, site plan and location plan, flow chart Compliance of previous consent conditions, latest CA certificate etc.
The site of the industry was visited by AEE of this office on 19.04.2018 and it was observed as under:-
1. The industry was in operation during visit.
2. The industry is engaged in the reprocessing of plastic scraps and manufacturing of plastic dana.
3. The industry has installed 1 no. mixer, 1 no. grinder, 1 no. extruder machine and 1 no. cutter/shredder.
4. The industry has installed one no. washing machine in its premises. During visit no washing activity was carried out and only gitta machine was found in operation.
5. The industry has installed batch-wise ETP for the treatment of waste water generated from the washing of the plastic waste. The ETP consists of collection tank, flocculator with dosing arrangement, outlet. During visit, ETP was not in operation due to non-activity of washing process at the site. The representative of the industry has informed that they are doing washing activity once in a week.
6. The industry has also provided water meter at the outlet of ETP.
7. The effluent samples were collected by Board's approved lab on 29.03.2018 and as per analysis report, the various parameters are within the prescribed limits of the Board.
8. No bio medical plastic waste was observed in its premises.
9. No DG set was observed in its premises.
10. No submersible pump installed by the industry and getting water supply from MC Tubewell.
11. The industry has submitted sewer connectivity certificate from MC Authority for disposal of treated effluent.
12. The industry has already submitted copy of area classification issued by the DTP vide no. 2027 dated 12.06.2009, which shows that the site is situated in Light & Service Industrial Zone.
13. The industry is complying with the previous consents conditions granted to it under Water Act, 1974 and Air Act, 1981.
In the view above, it is recommended that
1. Renewal of consent under Water (Prevention & Control of Pollution) Act, 1974 and Air Act, 1981 may be granted to the industry for six months usual terms and conditions.
2. The electric connection of the industry may also be restored for further six months. |
