The industry was granted consent to establish under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTE/Fresh/SAS/2017/5618957 dated 02/06/2017, which was valid upto 01/06/2018 for establishment of the screening-cum-washing plant subject to suitable conditions mentioned therein and additional condition that the industry shall obtain permission from CGWA for abstraction of ground water and the industry shall submit the building plans approved by the competent authority under the provisions of Punjab Factory Rules, 1952.
Now, the industry has applied for renewal consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents and consent fee. The industry has deposited Rs. 24500/- (Rs. 12000/- each on account of water consent fee and air consent fee + Application form fee) vide C.R no. 72/4613 dated 24/04/2018, which is adequate upto 30.09.2023 for both the consents against the value of fixed assets of Rs. 49.58 lacs. The industry has submitted the building plans approved from the competent authority under the provisions of Punjab Factory Rules, 1952. The industry has failed to submit the permission from CGWA for abstraction of ground water but the industry has applied the same (copy attached with the application no. 7468881 dated 23.04.2018)
Accordingly, the industry was visited by undersigned on 24.04.2018 and it was observed as under:
1. The unit is a screening-cum-washing plant and the same was found not in operation.
2. The plant has provided recirculation tank of site 15'x4'x12 having three chamber and reusing the wastewater generated from the washing of the aggregates.
3. The industry has provided ramp which is stabilized with the plane cement concrete block (PCC).
4. The industry has provided sprinklers at the main office to suppress the dust emissions.
5. The industry has not provided DG set in its premises.
It is further intimated that the industry has not obtained permission from CGWA for abstraction of ground water but it has applied for the same (copy enclosed). However, as per Board's letter no 7956 dated 9.03.2018, the Board shall continue to grant consent to establish/consent to operate to the industries with advisory to obtain necessary cleanses for abstraction of groundwater from the authorities concerned as notified by the Central Ground Water Authority. However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries.
In view of above, it is recommended that the industry may be granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 upto 31.03.2023 subject to suitable conditions and additional condition that the industry shall obtain permission from CGWA for abstraction of ground water.
