The details of the case are given in the note of AEE, which may kindly be perused. In light of the facts mentioned in the said note, it is recommended that consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to M/s Paras Construction Co. (Hot Mix Plant), Village Challela, Tehsil & Distt. Patiala for production of Hot Mix @ 400 MTD upto 30.09.2022 under orange category subject to the suitable conditions and following special conditions that:
a. The industry shall comply with the code of practice for hot mix plants laid down by the Board vide Notification no. Admn/A-2/F.No.178/99/03 dated 26.04.1999.
b. The industry shall get its stack emission samples analyzed from Board's lab/Board's approved lab as soon as the plant is made operational and submit the analysis report to the Board.
c. The industry shall ensure that bitumen must be mixed with aggregate as soon as it is heated & dried and second time lifting of the dried aggregate for proper batching should be avoided.
d. The industry shall provide platform with the stacks attached to the bitumen heaters before commissioning its unit and shall submit report in this regard to the Board.
e The industry shall not use any fuel except HSD for burning purpose in the bitumen heaters and D.G. set, without the prior written permission of the Board.
