File Note: As proposed by Regional Office, consent to operate under the Air Act, 1981 along with restoration of electric connection may be issued for six months with the following special conditions:- 1) The industry shall submit the clear cut certificate from DTP, Ludhiana that the new thermopac can be allowed in the premises in light of its report dated 22-03-2018. 2) The industry shall comply with the code of practice prescribed for plywood units as already decided by the Board. 3) The industry will comply with the decision of special committee constituted by the Board to assess the requirement of ETP for such plywood units. 4) The industry shall comply with the manufacture, storage and import of Hazardous Chemical Rules, 1989 (as amended) and submit the details on onside emergency plan, safety reports and safety audit reports in accordance with the manufacture, storage and import of hazardous chemical rules, 1989, in case the industry or installation handling hazardous chemicals quantity equal to or more than the threshold quantity specified in the said rules. 5) The industry shall provide adequate arrangement for fire fighting and against any accidental leakage/discharge of any air pollutant/gas/ liquids from the vessels, mechanical equipment's etc, which are likely to cause environmental pollution. The industry to obtain necessary permissions from the concerned authorities like Municipal Corporation, Ludhiana and Deptt. of Labour/Director of Factories, Punjab with respect to the above safety measures. 6) The industry will obtain the permission for the use/abstraction of ground water as per the requirements of Central Ground Water Authority (CGWA). The Board will not be responsible for any loss, in case the CGWA will prohibit the abstraction/use of water on account of non-obtaining of such permission. 7) The industry will take all necessary measures to ensure that there will be no black smoke from their stacks provided with the boiler furnace, including a) The industry will operate its APCD properly and regularly so as to achieve the standards prescribed by the Board. b) The industry will not use textile waste/municipal solid waste/wet fuel/rubber waste/ plastic waste/ low grade/wapsi fuel or any other unauthorized fuel in its boiler furnace and ensure to use only those fuels which are allowed by the Board. c) In case, the industry will use agro based materials/wood, it must be chopped to a size less than 10 mm before its use as fuel in fluidized bed furnace. Whereas, in case of use of the mustard straw, the industry shall use it only in combination with other biomass/bio-residue and its quantity shall not exceed beyond 10-15% of the total fuel used. d) The industry shall maintain for atleast one month backup/recording facility of online night vision CCTV cameras focusing towards the outlet of the stack as well as fuel feeding point of the boiler and regularly monitor the stacks through internal mechanism for 24X7 monitoring of the stacks. e) The industry shall regularly operate its mechanized fuel feeding arrangements for the controlled feeding to its boiler furnace. f) The industry shall regularly clean its APCD dust by operating the mechanized rotary valve.
