It is intimated that the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. O14PTACTOW885734 dated 26.02.2014 having validity upto 30.09.2018 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. O14PTACTOA886437 dated 26.02.2014 having validity upto 30.09.2018 for manufacturing of Pharmaceutical Formulation ( Pallets / Granules ) @ 1200 Kgs/day by using Pharma Grade Powder @ 120 Kgs/day, Sucrose Pharma Grade @ 225 Kgs/day, Mannitol Pharma Grade @ 340 Kgs/day, Talcum Powder @ 40 Kgs/day, Acetone (For coating of granules/pallets) @ 200 Lt./day, Purified Water @ 200 Lt./day & Excipients @ 500 Kgs/day as raw material under orange category subject to certain conditions as mentioned therein.
The industry had applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, but the same were returned online due to certain discrepancies found in the applications. Details of the same can be checked online through application ID 885734 (water) and 886437 (air).
Now, the industry has again applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents i.e. CA certificate, Analysis report, compliance report of consent conditions. The industry has deposited Rs. 45000 vide R.No. 76/4587 dated 04.04.2018 on account of consent fee under the Water (Prevention and Control of Pollution) Act, 1974 and Rs. 45000 vide R.No. 76/4587 dated 04.04.2018 on account of consent fee under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 28.02.2025.
The industry has got its effluent samples analyzed by Industrial Testing Laboratory & Consulting House on 23.03.2018 and on 18.04.2018 from final outlet of the ETP, the details are mentioned at column no. F in the agenda note above and the analysis report reveals that the concentration various parameters, which are within the permissible limit as prescribed by the Board (details provided in the agenda note). The industry has also submitted compliance report of consent conditions earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
It is pertinent to mention here that the Board vide Office Order No. 59 dated 02.02.2016 decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry.
In view of the above, it is recommended that the renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry renewed upto 30.09.2022 for manufacturing of Pharmaceutical Formulation ( Pallets / Granules ) @ 1200 Kgs/day subject to suitable conditions and the following additional conditions:
1. The. industry shall treat the waste water generated from RO reject in the ETP installed by it.
2. The industry shall operate the ETP installed by it regularly & efficiently and shall maintain record regarding its operation & treated effluent discharged into sewer after treatment on regular basis.
3. This consent has been granted to the industry based on the compliance report submitted by the industry, therefore, in case during the visit to the industry in future, the entire contents of the compliance report or any part of the said compliance report is found false and action shall be taken to revoke/ cancel this consent without issuance of any further notice/opportunity.
