It is intimated that the industry has applied for fresh consents to operate under the Water Act, 1974 and the Air Act, 1981 with NOC regularization fee and consent to operate fees under the Water Act, 1974 and the Air Act, 1981, which is adequate upto 30/09/2027 under both Acts. The industry has submitted an affidavit that it has installed rotary furnace in its premises in year 2005. The industry has also submitted copy of registration certificate dated 01/04/2005 issued by Excise and Taxation Officer, Sangrur, as a proof for date of commissioning.
The industry was visited by undersigned on 05/05/2018 and it was observed as under:-
1. The industry was in operation and engaged in manufacturing of Chill rolls.
2. The industry has installed 01 no. rotary furnace, 02 no. moulding machines and 06 no. lathe machines. During visit, rotary furnace was not in operation.
3. The rotary furnace is equipped with stack of adequate height.
4. The industry is using furnace oil as fuel @ 20 to 25 ltr/hour and has installed stack of adequate height with rotary furnace. Hence, the air emission sampling is not required.
5. The industry is not generating any trade effluent. Only domestic effluent is generated and discharged into soakage pit. The industry has not provided septic tank for treatment of its domestic effluent.
6. The industry has got approved its building plan from Competent Person under Factories Act, 1948.
7. As per DTP, Sangrur office memo no. 294DTP(S)/LPM 141 dated 28/02/2018, the site of the industry falls in industrial area as per notified Master Plan of Malerkotla.
In view of the above, it is recommended that:
1. Consent to operate under the Air Act, 1981 for manufacturing of Chill Rolls @ 8.6 TPD may be granted to the industry upto 30/09/2027 with suitable conditions.
2. Show cause notice for refusal of consent to operate under the Water Act, 1974 may be issued to the industry.
