Earlier, the industry was issued directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 and PSPCL authorities were directed to disconnect the electric supply available with the industry due to the reasons that the industry has failed to comply with the order of Department of Local Government, Punjab issued vide notification no. 5/18/2016-4lg4/692717/1 dated 18.02.2016 and Department of Rural Development and Panchayat Punjab notification issued vide no. S.O. 438/P.A.9/1994/S30/2016 dated 29.03.2016 vide which the manufacturing, stocking, distribution, recycling, selling or use of plastic carry bags has been completely prohibited in the State of Punjab w.e.f. 01.04.2016. Now, the industry has proposed to recycle plastic waste other than waste plastic carry bags and has applied for consent to operate of the Board, accordingly. The industry is discharging only sullage @ 0.01 KLD onto land for sprinkling for dust suppression. The industry is not generating any trade effluent. The industry falls in non-designated area as per notified Master Plan of Fatehgarh Sahib. If approved, consent to operate of the Board u/s 25 of the Water Act, 1974 may be granted upto 30.9.2018 (upto which the industry has submitted the continuation certificate from GAMADA) with standard conditions (auto generated) and special condition that the industry shall shift its entire plant and machinery from the existing premises to the designated area and will not operate the plant at the present site after 30.09.2018. Further, PSPCL authority may be directed to restore the electric connection of the industry upto 30.9.2018 only.
