Sub: Proceedings of personal hearing given to M/s L.L.R.M. Polytechnic College, Ajitwal, Distt. Moga for violation of the provisions of Water Act, 1974 & Air Act, 1981 by the Senior Environmental Engineer on 08.05.2018.
The Following were present:-

Assistant Environmental Engineer, Zonal Office, Bathinda brought out that the institute has been established without consent to establish (NOC) of the Board and now it is in operation without obtaining the consent to operate under the Water Act, 1974 & Air Act, 1981.
The institute was visited by officer of Regional Office, Faridkot on 26.02.2018 and it was observed that –
1. The institute is a Polytechnic College.
2. The institute has installed two DG sets with canopy and one DG set is without canopy.
3. The domestic effluent was being partially discharged into soakage pit and partially discharged into village drain which leads to village pond.
4. The institute has not submitted any documentary proof regarding the date of commissioning of the institute as well as sanctioned strength of students.
5. The institute has not submitted the land use pattern of its site, so as to determine the suitability of the site.
Show cause notice for violation of the provisions of Water Act, 1974 & Air Act, 1981 was issued to the institute vide Regional Office letter no. 488 dt. 27.02.2018 but the institute has neither applied consent to operate under Water Act, 1974 & Air Act, 1981 nor submitted any reply in compliance to the notice.
The institute is operating in violation of the provisions of the Water Act, 1974 and Air Act, 1981. Accordingly, show cause notice for violation of the provisions of Water Act, 1974 & Air Act, 1981 was issued to the institute with an opportunity of personal hearing before the Senior Environmental Engineer on 08.05.2018.
Sh. Pankaj Kumar, HOD, EC attended the hearing and informed that institute has been established in the year 1997 in about two acres. Currently, strength of students is 1500 and about 70 students stay in the hostel. He further requested for sometime to remove the violations and for applying consent to operate of the Board.
After hearing the officers of the Board, representative of the institute and material facts on record, it was decided as under:-
a) The institute will close the soakage pit immediately and will also stop discharge of its domestic effluent into the village drain which leads to the village pond.
b) The institute will install adequate treatment facility for the treatment of its domestic effluent and will also develop adequate land under plantation as per Karnal Technology for disposal of the treated domestic effluent, within 10 days.
c) The institute will apply for consent to operate under Water Act, 1974 & Air Act, 1981 after attending the above decisions.
d) EE, Regional Office will visit the institute to verify the facts and to submit report with recommendations after stipulated time period.
