It is intimated that the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 issued vide no. ZOASR/ASR/HM/CTO/WPC/2012/F-354 dtd 2/7/2012 and under the Air (Prevention & Control of Pollution) Act, 1981 issued vide no. ZOASR/ASR/HM/CTO/APC/2012/F-355 dtd 2/7/2018, for production of Premix @ 60 TPH with suitable conditions mentioned therein along with special condition that “The industry will shift to designated industrial area as per stipulation of Master Plan or as and when asked by Punjab Pollution Control Board”, which were valid up to 21/07/2013. The validity of consent to operate granted under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 to the industry extended vide No. R13TRTCTOW393103 and vide No. R13TRTCTOA391800 dtd 5/7/2013 respectively, for the period up to 30/6/2018 with same terms & conditions.
Proceedings of the personal hearing regarding the show cause notice for revoking of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 before the Senior Environmental Engineer of the Board on 28/1/2015, issued to the industry vide Zonal Office letter no. 400 dtd 16/2/2015. During the hearing, it was decided that the industry shall provide acoustic system / canopy on the D.G. Set of capacity 70 KVA within 10-days. The industry was visited by officer of this office along with ASO, Zonal Office Lab, Jalandhar on 16/4/2015 and observed that the industry was in operation. The stack emission sample of the industry was collected. The industry was provided sound proof material on the walls of the room provided for its D.G. set. As per analysis report of stack emission sample of the industry, the concentration of SPMs is found within the limit. Accordingly, the report of the same was sent to Zonal Office, Amritsar vide this office letter no. 3117 dtd 30/6/2015. The report regarding the installation of Canopy on the D.G. set by the industry was sent to Zonal Office, Amritsar vide this office letter no. 6321 dtd 20/10/2016.
The industry was again visited by officer of this office along with ASO, Zonal Office Lab, Jalandhar on 22/12/2016 and observed that the industry was in operation. During the visit, the stack emission sample of the industry was collected. As per analysis report of stack emission sample of the industry, the concentration of SPMs is found within the limit.
Now the industry has applied for obtaining renewal of consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981. The industry has deposited Rs. 7,500/- vide Cheque No. 032881 dtd 27/4/2018 as consent fee under Water Act, 1974 & Rs. 7,500/- vide Cheque No. 032880 dtd 27/4/2018 as consent fee under Air Act, 1981, to make the fee adequate up to 30/9/2026 under both Acts. The industry has also deposited Rs. 500/- vide Cheque No. 032882 dtd 27/4/2018 as application form fee. The industry has also submitted a request that they have not operated their plant from last 1 year due to non-allotment of work. Hence, sampling of our plant was not possible. We will intimate the schedule of operation for sampling purpose.
It is pertinent to mention here that Board issued order vide no. CEE(HQ)F.No. 957/2016/59 dated 2/2/2016 regarding to grant of auto renewal consent to establish/consent to operate to the Orange & Green category industries.
If approved, the case may be forwarded to Zonal Office, Amritsar with recommendations that the validity of consents to operate granted under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be extended, in light of Master Plan Notification No. 5023 CTP(Pb)-ST-23 dated 21/7/2011, for a period up to 30/6/2021 with suitable conditions.
