It is intimated that earlier the industry had applied for obtaining Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 from the Board for manufacturing of industrial packaging material and agriculture sheet @ 300 Kg/day from virgin plastic granules (under green category) which is valid upto 31/12/2021. The industry had submitted certificate regarding land use of their industry issued from DTP, Amritsar vide letter no. 215 dated 09/02/2012 vide which it is intimated that the industry is existing before notification of local planning area, Amritsar and the existing site of the industry falls under residential area as per Master Plan, Amritsar (2010-2031). As per policy of the Department of Town Planning, Punjab, the units which are existing before notification of local planning area, Amritsar, are accommodated upto next 10 years i.e. upto 2021 in residential area. Accordingly, Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 was granted to the industry upto 31/12/2021 with special condition that the industry shall shift its unit to the designated area as per policy of the department of Town & Country Planning, Punjab.
Now, the industry has again applied for obtaining renewal of Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974. The industry has submitted amended clarification regarding land use issued from DTP, Amritsar vide letter no. 684 dated 08/05/2018. As per amended DTP report, the existing site of the industry falls under mix land use zone as per Master Plan 2010-2031 Amritsar. The site falls under the jurisdiction of Nagar Nigam, Amritsar. The industry exists before the notification of Master Plan 2010-2031, Amritsar. Hence CLU of the site is not required.
The industry has already deposited Rs. 6600/- each vide R.No 90/4486 & 89/4486 dated 23/01/2018 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 against gross value of fixed assets of Rs. 4,25,500/- as on 18/12/2017 and same is adequate upto 31/03/2029.
The industry has already submitted building plan prepared by a person approved by director of Factories, Punjab. units which are existing before notification of local planning area, Amritsar, are accommodated upto next 10 years i.e. upto 2021.
If approved:-
Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be extended to the industry upto 31/12/2027 under green category for the manufacturing of industrial packaging material and agriculture sheet @ 300 Kg/day from virgin plastic granules.
