File Note: The industry is small scale orange category unit. This industry is entered at serial no. 3210 of the inventry prepared by this office. The industry falls in orange category and the competency to decide the case lies with Senior Environmental Engineer. The industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 under orange category through OCMMS. The industry was visited by the AEE of this office on 24.04.2018 and it was observed that the industry was in operation during the visit and engaged in the manufacturing of PVC/HDPE recycle granules by using plastic scrap as raw material at site. The industry has installed 1 no. extruder, 2 no. cutting machines at site. There is no source of generation of trade effluent, domestic effluent is discharged into sewer. The industry has submitted building plan approved by Director of Factories Punjab. The industry is located near M/s Friends Auto Industries, Phillaur. The industry has submitted letter from Distt. Town Planner, Ludhiana vide its letter no. 822 dated 30-03-2015 addressed to Senior Town Planner Ludhiana regarding adjustment of the industry of Phillaur into industrial zone as the same were not earlier considered. In this letter it is also mentioned that the said industries are in operation from last 20 to 35 years. The industry has submitted copy of notification issued by Chief Town Planner, Punjab vide letter no. 4560-71 dated 16.10.2017 in which it is mentioned that the Board has allowed that the area of industrial clusters(units at Nurmahal road, Rurka Kalan/Bansian road, and Sh Ram Singh road) at Phillaur be earmarked as industrial zone instead of residential zone in Master Plan Ludhiana u/s 70(5) of the Punjab Regional Town Planning and Development Act, 1995. The industry has deposited consent fee under Water Act, 1974 and Air Act 1981 adequate upto 31.03.2022 and NOC regularization fees of Rs. 900/-. Keeping in view of above, it is recommended that:- 1. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2022 with suitable conditions and special condition that the industry will not manufacture any kind of plastic carry bags in its premises in future and shall comply with the plastic Waste management Rules 2016 in future.
