File Note: The briefly stated facts of the case are that the industry is a small scale dyeing unit and being a fresh case, it is yet to be entered in the inventory of this office. Earlier the project proponent was granted Consent to Establish (NOC) vide no. CTE/Fresh/LDH3/2017/4850279 dated 06.01.2017, valid upto 05.01.2018 further extended upto 04.01.2019 for the dyeing of yarn / fabric and fiber @ 04 TPD with proposed discharge of trade effluent @ 300KLD. Now, the industry has applied for fresh consent to operate under Water Act 1974 and Air Act 1981 for the production of dyeing of yarn and fiber only @ 04 TPD with proposed discharged of trade effluent @ 125 KLD. The industry has submitted that due to market scenario they have postpone the installation of soft flow machines and presently, planned to do the dyeing of polyester yarn and polyester fiber only. The industry has installed the less dyeing machinery as comparison to the earlier NOC granted to it and details of the same is mentioned in the attached agenda note. The industry was visited by AEE of this office on 15.05.2018 and it was observed that:- 1. The industry was not in operation, during the visit. 2. The industry has installed the dyeing machinery as detailed in the Sr. no. (B) of the above said table. 3. The cooling provision in the cabinet machines and cone dyeing machines are direct and provision of steam is direct. The industry has made the arrangement for reuse of steam condensate of all cabinet and sample cabinet machine in the boiler and the work for reuse of steam condensate of cone dyeing machines was under process at site and the rep. assured that it will be completed within 02-03 days. 4. The industry has installed the ETP based on physico chemical treatment for treatment of trade effluent to be generated from the industry of capacity 300 KLD. The ETP comprises of Collection Tank  dosing system  zig zag reaction tank tube settler  reaction tank sump sand & carbon filter and sludge drying beds. The industry has also submitted the completion report of its ETP and APCD. The ETP seems principally adequate and its functioning will be checked out after commissioning. 5. The industry has provided online meter & flow meter at final outlet. The flow meter is also provided at the inlet of ETP. 6. The industry has installed one boiler of cap. 04 TPH with FBC furnace. The industry has installed screw valve for controlled feeding of fuel in furnace. Twin cyclone is installed as APCD with rotary valve and adequate stack height with sampling arrangements. 7. The industry has also installed CCTV cameras at fuel feeding area and to monitor the stack for 24x7 times. 8. The industry has already applied for application under CGWA for the abstraction of ground water and the same is pending with the CGWA. 9. The industry has already obtained the shares from PDA for discharge of trade effluent @ 300 KLD into PDA CETP. 10. As per the certificate issued by the DTP vide letter no. 2691 dated 24.11.2016, the site of the industry falls in Industrial Zone. In view of the above, it is recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for one year with suitable conditions and with special condition that :- 1. The industry will got analyze its effluent and stack emission samples from the Board.
