File Note: The industry was issued show cause notice for refusal of consent to operate under the provisions of Water Act, 1974 & Air Act, 1981, vide Zonal office letter no. 1641 dt. 09.05.2018. Now, the industry has submitted its reply in the matter (copy attached). The industry has submitted as under : - 1. The industry is a zero liquid discharge industry and they are ready to install camera as per the guidelines of CPCB / PPCB. 2. The industry raised a work order with M/s JITF, Urban Waste Management Ltd., on 11.05.2018, for scientific disposal of Municipal Solid Waste, but the firm did not executed the work and also failed to respond to the various letters. As there is no other firm in the area engaged in scientific disposal of Municipal Solid Waste so presently the said waste is being disposed off in pits within the premises. 3. The percentage ash content in the coal exceeded 34% in the year 2017-18 due to the reason that the high ash content coal was being supplied from CCL and BCCL coal mines and the industry was forced to take the supply of high ash content coal due to unavailability of coal supply from PSPCLs own captive coal mine i.e. Pachwara Central Coal Mining. Howerver, presently, PSPCL, has already tied up with M/s Monatt Daniels Coal Washeries Ltd., who has set up a Washery in the north Karanpura area of CCL for supplying washed coal to PSPCL, thermal power plants and also as soon as the supply from PSPCL's own captive coal mine (Pachwara Central Coal Mining) resumes, the percentage ash content of coal would certainly come down below 34%. 4. The industry has submitted that they are making further efforts for 100% utilization of fly ash, the detail of which is as under : - a) Allocated 8.4 LTPA of DFA to M/s Ultra Tech Cements Ltd. i.e.70, 000 MT per month and there is also provision in the contract for lifting of pond ash relating to the quantity not lifted by the firm. b) Allocation of 0.5 LTPA of DFA has been made to M/s Asian Cements & Concretes Ltd. i.e. 4167 MT per month c) Tender are under process for transportation/supply of Pond ash at the cost of PSPCL to fly ash users as per MOE&F notification dated 25-01-2016. d The balance available quantity of dry fly ash (DFA) is being allotted on temporary basis to users of fly ash to increase the utilization. e) Advertisement given in newspaper for allocation of 20 o/o of dry fly ash free of cost to the units manufacturing fly ash or clay-fly ash Bricks, Blocks and Tiles as per MOE&F notification dated 03.1 1.2009.
