It is submitted that the industry is small scale orange category unit (rice mills) engaged in the manufacturing of Raw rice @ 1.0 TPH, without sortex machinery & dryer. The industry was granted consent to operate under the Air Act, 1981 vide no. CTOA/Renewal/SGR/2017/5704919 & the Water Act, 1974 vide no. CTOW/Renewal/SGR/2017/5705072 dated 27/06/2017, both valid upto 30/09/2018 subject to certain conditions mentioned therein.
Now, the industry has submitted application for consents to operate under the Water Act, 1974 & the Air Act, 1981, for manufacturing of Raw rice @ 1.0 TPH. The industry has deposited consent fee as Rs. 7500/- vide R. No. 45/4607 dated 13/06/2017, under the Air Act, 1981 & Rs. 7500/- vide R. No. 46/4607 dated 13/06/2017, under the Water Act, 1974, which is adequate upto 30/09/2022 against the fixed assets of Rs. 22.91 lacs.
It is pertinent to mention here that as per the Board's office letter no. 35981-94 dated 06.09.2017 on subject of grant of auto renewal of NOC/Consent to operate to orange and green category units, it has been informed that office order for grant of auto renewal of consent of establish/consent to operate to the Orange & Green category industries has already been issued vide no. CEE(HQ)/F.No. 957/2016/59 dated 02/02/2016 to the effect that the Board shall grant renewal of NOC/Consent to operate within 7 days to all types of industries falling under Orange and Green category, without visiting the industry on the basis of submission of documents self attested by the Owner/Director/Managing partner of industry and deposition of fee prescribed by the Board for such type of industries. The data, processes and pollution control measures installed by the industry shall be verified at a later date by visiting the site as per inspection guidelines. Further, it was requested that all the Regional Offices shall forthwith the comply above mentioned office order in letter & spirit.
The rice mill is an orange category unit and in view of the above mentioned order, the industry has not been visited to verify the compliance of the code of practice. However, the same will be visited at the later stage. As per record file of the office, the industry was complying with the earlier granted consent conditions under both the Acts except air sampling conditions and amended code of practice notified dated 15/10/2013. The air emission sampling of shelling section was carried out by JEE of this office alongwith JSO from Head Office Lab, Patiala on 01/02/2018 and as per analysis report, the concentrations of SPM was found 254 mg/Nm3, which is within the permissible limits prescribed by the Board for such type of industry.
Further, as per office order No. 461 dated 31/12/2013, the competency for grant of consents to the rice shellers with dryer and saila plants lies with the Environmental Engineer of the Regional Office.
In view of above, if approved, the validity of consents to operate granted to the industry under the Water Act, 1974 & the Air Act, 1981 may be extended upto 30/09/2021, for manufacturing of raw rice @ 1.0 TPH (Without dryer), with suitable conditions. |
