It is submitted that the industry was visited by the u/s on 09/05/2018. Sh. Kamaljit Sehgal, Deputy Manager (ETP) was present at the time of visit. During the visit, it was observed as under:
1. The industry has installed MEE, 3-Stage (2 Falling Film, followed by forced circulation) of capacity 90 KLD for the treatment of HTDS effluent, which was in operation.
2. The condensate of MEE and LTDS is being treated in ETP based on Physico-Chemical Treatment followed by Biological treatment, consisting of Collection Tank, Clarifloculator, Primary Clarifier, Aeration Tank cum Clarifier, Slump Tank, Sand Filter, ACF, Sludge Drying Beds, Filter Feed which was also in operation.
3. The treated wastewater was being discharged onto land for plantation.
4. The EMF readings were recorded at MEE outlet = 13499.00 m3, MEE Feed = 53873 m3, MEE Slurry = 2390.2 m3, ETP Outlet = 141934.16 m3 and at ETP inlet = 78614.5 m3. The industry has installed online continuous effluent monitoring system and the readings at the time of visit were as Personal hearing= 7.5320, TSS = 35.328 mg/l, BOD= 19.365 mg/l and COD as 186.20 mg/l.
5. The effluent samples were collected from the aeration tank as well as from the outlet of ETP and sent to Head Office, Laboratory, Patiala. Now, the analysis results have been received by this office and as per the analysis report, the concentration of all the parameters is found to be within the permissible limits as laid down by the Board. The analysis report is tabulated in the note attached.
It is further submitted that the industry was visited by the u/s along with Sh Satinder Mohan Singh, JSO, Head Office, Laboratory, Patiala on 17/05/2018. Sh. Kamaljit Sehgal, Deputy Manager (ETP) was present at the time of visit. During the visit, the stack emission sampling was carried out. Now, the analysis results have been received from Head Office, Patiala and as per the analysis report, the concentration of all the parameters is found to be within the permissible limits as laid down by the Board. The analysis report is tabulated in the note attached.
Further, the boiler ash is continuously being lifted by the industry from the ash disposal area near ETP and about 4000000 cft of boiler ash has been got lifted for dumping the same in low lying area and for using in bricks making.
In view of above, it is recommended that 'Consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 31/03/2020 with suitable conditions and additional condition that it shall get the remaining ash lifted by 30/6/2018 and provide a cover of good earth on the same where the ash is being dumped.
