The industry is large scale red category university and the competency of case lies with Hon’ble Chairman of the Board .
The University was earlier granted consent to establish (NOC for expansion) dated 18.03.2013 for constructing built up area of 14880 sqmtr making total built up area of 39630 sqmtr after expansion. Thereafter the University was granted consent to operate under Water Act, 1974 and Air Act 1981 valid upto 30.03.2020 for phase 1 only. Now the University has applied for varied consent to operate under Water Act 1974 and Air Act 1981 for phase 1,2 and 3. The University was visited by AEE of this office on 04.05.2018 and observed that:-
1. The University has installed STP of capacity 30 KLD for phase 1 consisting of collection tank oil & grease trap FAB reactor tube settler chlorination SF CF UV protection system outlet etc and STP of capacity 30 KLD for phase 2 consisting of bar screen chamber oil & grease Chamber equalization tank FAB tank tube settler chlorine contact tank filters outlet etc for treatment of domestic effluent generated within the premises.
2. The University has installed another STP of capacity 50 KLD in phase 3 which is yet to commission as no academic activity has started.
3. The University has installed water meter at outlet of STP in phase 1 with reading as 07528 KL and water meter has not been installed at outlet of STP in phase 2.
4. The treated effluent sample was collected from final outlet of both STP’s were collected during visit and the results are as under:-

As per sample analysis report, various parameters of both the STP’s for phase 1 and 2 are within the limits prescribed by the Board.
5. The treated domestic effluent is being discharged onto land for plantation after STP’s in separate pockets.
6. The University has installed 7 No. DG sets with canopies.
7. The university has got its building plans approved by Chief Town Planner Punjab vide letter no. 1881 dated 09.05.2012.
It is recommended that consent under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the University upto 31.03.2023 with suitable conditions and special condition that:-
1. The University shall install water meter at outlet of STP in phase 1 and maintain record regarding operation of STP.
2. The University shall obtain varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 before commissioning of Phase-4 and Phase-5.
