Sub: Proceeding of the personal hearing regarding show cause notice for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 before the Senior Environmental Engineer of the Board on 30.05.2018- M/s Super Ispat Udyog Pvt. Ltd., Village Kanganwal, Industrial Area –C, Ludhiana

The Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry was granted consents vide no. CTOW/Renewal/LDH2/2017/6704913 dated 21.11.2017 valid upto 20.05.2018 under Water Act, 1974 & Vide no. CTOA/Renewal/LDH2/2017/6704911 dated 21.11.2017 valid upto 20.05.2018 under Air Act, 1981 and electric connection of the industry was also restored for six months.
Thereafter, the industry was visited by the Officers of the Board on 12.02.2018. Now, the industry has applied for the renewal of consent to operate under Water Act, 1974 & Air Act, 1981 online system along-with documents. Accordingly, the site of the industry was visited by the officers of the Board on 04.05.2018 and it was observed as under:-
1. The industry was not in operation during the visit.
2. The industry engaged in process of cold rolling sheet/coil by using H.R. Coil.
3. The industry has installed automatic pickling section and installed wet scrubber as APCD, the motor of which was found removed.
4. Removable suction hoods have been provided over entire length of pickling tank/process and two of them were found damaged. At the time of visit pickling process was not in operation, as per requirement of the industry. Some hoods were found removed as well as the duct was found disconnected from APCD as a result lot of acid fumes were there in the air, as was evident the lot of pungent smell at site. The steel structure of the processing shed was found eroded which was due to lot of acid fumes from the process and clearly proves that the suction arrangement and APCD are inadequate & operated inadequately.
5. If fact the site conditions at site were such that the industry should engaged a consultant of a repute & to get its pollution control arrangements study in depth and to improve the same, accordingly.
6. The industry has made an MOU with CETP operate of quantity 2500 Ltr/month. The industry has not shown the record of fresh water consumed in process area and trade effluent lifted to CETP operator.
7. Domestic effluent is being discharged onto land for plantation
The representative of the industry stated that they are in active financial crisis and need some time to get the hoods rectified. He further submitted that they have submitted the record of fresh water consumption in the process area & trade effluent lifted by M/s JBR Tech. Pvt. Ltd., Ludhiana in the Regional Office.
After hearing the representative of the industry and considering background of the case and material facts on the record, the Senior Environmental Engineer of the Board decided as follow:-
1. The industry will get its work done pertaining to pollution control device within 15 days, till then industry will not operate its polluting process.
2. Environmental Engineer, Regional Office visit the industry after 15 days and submit the report/recommendations.
Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
