It is intimated that the industry is a small scale induction furnace unit and was granted consent to operate under the Water Act, 1974 vide no. ZP- R16LDH2CTOW4357829 dated 27/7/2016 and under the Air Act, 1981 vide no. R16LDH2CTOA4357614 dated 27/7/2016, both valid upto 30/6/2019 for the manufacturing of Bar/ Flat/ Round/ Square @ 18 TPH. Thereafter, the industry was granted NOC for expansion vide Board's no. ZO-1/LDH/RO-2/2013/NOC-1196 dated 10/7/2013, valid upto 9/7/2014 for manufacturing of ERW Pipe @ 120 MT/day with suitable conditions mentioned therein.
Now, the industry has applied for obtaining varied 'consent to operate' under the Water Act, 1974 and Air Act, 1981 with requisite documents for the Bar, Flat @ 90 TPD. As per record file, the consent fee is now adequate upto 30/06/2019 as per Board's Office Order dated 18/7/2013. The industry has deposited NOC regurlatization fee Rs. 9000/- vide R. no. 61/4902 dated 26/4/2018, which is also adequate.
Accordingly, the industry was visited by the AEE of this office on 11/06//2018. During the visit, it was observed as under:-
1. The industry is rolling mill and was in operation.
2. The industry has installed one no. reverberatory furnace. The industry is presently using pulverized coal as fuel and has installed pulverizer for coal, which is equipped with inbuilt bag filter house as APCD.
3. The industry has installed cyclone separator followed by wet scrubber as APCD along-with stack of adequate height which was in operation during the visit.
4. The industry had already installed recuperator and VFD as energy saving devices.
5. The industry has also submitted stack emission sample was collected by Board's Approved Lab namely M/s Sophisticated Industrial Material Analytic Labs Pvt. Ltd. On 14/4/2018. As per the analysis results, the concentration of SPM was found to be 92 mg/Nm3, which is within the permissible limits of 150 mg/Nm3 as laid down by the Board.
6. The industry has not installed any D.G. set in the industrial premises.
7. No water is being used in the process; therefore, there is no generation of trade effluent. Whole of the water being used in the wet scrubber and for cooling, is re-circulated.
8. The domestic effluent being generated by the industry is discharged onto land for plantation after passing through septic tank.
9. The industry has installed the ERW pipe manufacturing unit, which was also in operation. This unit doesn’t generate any air pollution and only water is used for cooling purposes, which is recycled/reused.
Further, the industry is located in the Industrial Zone as per Master Plan of Khanna.
Furthermore, as per the guidelines issued by Central Ground Water Authority (CGWA), Khanna Block of Ludhiana District falls in the list of notified area. As this industry does not fall in the list of water intensive industries and only require water for cooling and drinking purposes. Moreover, the Board has also clarified vide SEE(HQ-1) Head Office letter no. 7956-97 dated 9/3/2018, the operative part of this letter is as under:
It has been decided that the Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the authorities concerned as notified by the Central Ground Water Authority. However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries.
In view of above, it is therefore recommended that:
1. The industry may be granted varied consent to operate under the Water Act, 1974 and Air Act, 1981 upto 30/6/2019 for manufacturing of Bars/Flats @ 90MTD & ERW pipe @ 120 MTD with suitable conditions in suppression to the earlier consents and special condition.
a. The industry will comply with the CGWA guidelines.
b. The industry shall be liable to obtain environmental clearance as required under the EIA notification dated 14/9/2006, in case of increase in the production capacity further.
